Rural West PCN are seeking a part time Primary Care Network (PCN) Support Manager to work 8- 12 hours per week. The role exists to support the development of the PCN and lead the delivery of the Primary Care Networks' agenda.
It will form an integral part of the PCN leadership team working alongside the Clinical Director and the PCN board members and providing a link back to the PCN practices.
The PCN Manager will act as point of expertise, coordinate the successful achievement of all governance requirements, translate national and local policy into meaningful changes, and will support practices to achieve improved outcomes for the local population. They will also liaise with the ICB and other PCNs within Oxfordshire.
The PCN manager will lead the daily operational delivery of Rural West PCN's priorities, including DES objectives and workforce planning. They will act as the first point of contact for Practice Managers, coordinates ARRS staff and ensure high quality, patient centred services
Job Summary:
Act as an administrator in respect of the matters arising from PCN services.
To act as a liaison and focal source of information for staff (internal and external) in relation to commissioned services.
To ensure administrative and clerical duties are carried out.
Ensure that financial returns, records and queries are handled in a timely and efficient manner.
To be responsible for the collation of data in relation to performance, statistics, feedback and activity, producing summary management reports as required.
Job responsibilities:
* Plan and minute practice / PCN meetings, and accepting responsibility for taking forward resultant action points
* Work closely with PCN employed staff
* Assist the clinical director in PCN activities
* Deal with any problems reported in relation to PCN services
* Maintenance of accurate computer-based records recording a wide range of activity, financial and patient data to the required levels of security
* Research patient demographics, practice / PCN performance, and other health data for the practices and local populations to assess performance
* Keep the health care team informed of any matters arising as necessary, or as requested by other members of the health care team
* Assist with recruitment/induction/development of ARRS roles
* Assist with organisational development/change management as identified
* Support PMs with PCN related matters
* Support development of roles common to all practices e.g. receptionist
* Assist with development of appraisal system
* Monitor the performance of providers to Service Level Agreement service standard
* Monitor the performance of providers via the collation of patient service feedback questionnaires, raising issues as they arise
* Ensure all claims are made correctly and appropriately
* Ensure records are updated to show the status of a claim at any one time
· Ensure records of claims for payment are kept up to date
· Secretarial function to the PCN Board and sub-committees
· Review and update of PCN Agreement
· PCN DES Contract changes/reporting for IIF
· Liaise with practice managers in PCN network practices to develop services etc.
· Compile reports for PCN/external organisations e.g. ICB
· Investigate opportunities for development and sustainability of practices
· Contract review for ARRS sub-contractors
Communications
* PPG communications
* Develop relationships with external agencies e.g. OH Community Services
Estates
* Investigation of available space and opportunities for sites
* Develop relationships with potential sites' personnel
* Assist with applications and specifications as required
Financial records
· Submit monthly ARRS claims and invoice for projects
· Calculate the ARRS allowances/changes for the PCN
· Arrange equipment purchase
· Keep accurate and detailed records of invoicing, payments received and made, financial contributions from member practice / consortiums, and disbursements.
· Ensure appropriate backups are made of all computers held records
· Ensure fees collected deposited in the bank each week and accounted for
