About the Team

HMRC’s Fraud Investigation Service (FIS) is responsible for the department’s civil and criminal investigations. Our investigation capability is fundamental to managing and reducing the tax gap, meeting HMRC’s strategic objectives and supporting the aims of a healthy tax system. It is also a key component of the compliance strategy, promoting compliance across the population and prompting behavioural change, preventing and responding to harmful attacks on the tax system and ensuring none are beyond our reach.

Investigation Services brings mainstream and highly specialist capabilities together to enhance and support the full range of criminal, civil and regulatory investigations into serious tax fraud and money laundering undertaken in FIS. This role in Investigation Services Core provides vital services to the full range of FIS investigations, helping HMRC tackle the many and pressing challenges that modern-day tax fraud presents.


Job Description

Investigation Hub Officers will be responsible for delivering core services, covering a variety of activities and are part of every criminal and civil investigation carried out by HMRC.

It should be noted that a variety of services are offered to customers and staff are required to be able to work flexibly and on an adhoc basis.

There is an element of manual work included with the role, including manual handling, preparation of operational items, property exhibits, vehicle checks.

They will provide excellent service to a range of customers, supporting investigations through activities such as:

* Interrogating departmental systems, preparing standard intelligence packs and standardising and interpreting data.
* Procurement of essential items and management of associated budgets.
* Developing professional stakeholder relationships with investigators to support planning and delivery.
* Managing property and vehicles, as part of which you may be required to drive an official vehicle for reasons such as return of evidence, property retrieval or for vehicle maintenance / repairs. Liaison with the Fleet provider KINTO.
* Manage work allocations to ensure high quality, timely, delivery of essential services to support FIS investigations.
* Ensure that tasks undertaken are of the highest standard through quality assurance processes.
* Management of staff maybe required.
* Attendance on the ISOT course is required, which may require travel with an overnight stay.
* Additional travel maybe required, alongside overnight stays.
* This is an office based role requiring a minimum of 60% office attendance.

Person Specification

Deliver high quality, professional and accessible services, anticipating the needs of our investigations by:

* Performing tasks suitable to the Officer grade in line with the guidance provided.
* Deputising for the Officer portfolio leads for all locally based priority work during absence or assisting those leads when necessary to meet deadlines.
* Contributing to a supportive culture, that can realise the operational potential of your team to deliver against the Investigation Services SLAs and KPI’s.
* Identifying, through conversations and outcomes of quality assurance processes, a need for skill and/or capabilities development and ensure these are communicated to your Higher Hub Officer (HO).
* Where required by guidance, performing the necessary task assurance to ensure the tasking output is fit for purpose and to the required standard.
* Showing good judgement and decision-making skills, with the ability to work on your own initiative.
* Developing a professional relationship with local investigators and case teams.
* Working collaboratively with colleagues across FIS to build skills, capabilities, share best practice and deliver business objectives.
* Undertaking line management duties and completion of the Management Development Program as required.
* Ensuring all duties are performed in line with the Investigation Services Blueprint.

Essential Criteria

* Strong interpersonal skills, with the ability to communicate clearly both written & verbally.
* An ability to pay particular attention to detail, to support and assure the work of others.
* Strong organisational skills. Applicants must have a good working knowledge of Microsoft Office O365 products, including Word and Excel.
* Ability to work independently & as part of a team.
* A full valid UK Driving Licence (manual and automatic, but not a provisional licence) at the time of application and be willing to drive official vehicles.

Due to the nature of the work and to perform the core functions of this role, a full valid UK driving licence and willingness to drive official vehicles is an essential requirement. You will be asked to provide evidence of a valid licence at the pre-employment stage.

* A basic understanding or interest in criminal and civil investigations.
* Management / Leadership experience.

Licences
