Salary: G9 - £42,839 - £46,142

Overview
Walsall Council has ambitions to achieve Net Zero by 2041 in line with the West Midlands Combined Authority target. We are seeking a highly motivated and capable individual to support our domestic retrofit agenda and help drive the borough towards a more sustainable future.
Responsibilities
As Retrofit Project Officer, you will lead the design and delivery of housing retrofit initiatives across the borough, coordinate projects involving measures such as solar PV, external wall insulation, heat pumps and heat networks. You will lead the delivery of wider energy efficiency and fuel poverty reduction objectives.
You will allocate work and supervise staff to ensure they provide high quality support and advice to residents to secure energy efficiency improvements. You will lead the delivery of externally funded schemes, monitor project progress, obtain tenders and quotes in line with financial regulations, coordinate and supervise contractors and specialists, and help ensure that work delivered is safe, of high quality and offers value for money.
Qualifications and skills
* Hold a relevant construction, housing or building-related degree, HND level qualification, or substantial equivalent experience.
* Retrofit Co-ordinator qualification completed or currently underway.
* Knowledge of building construction, refurbishment and housing defects, including the ability to identify remedial works and review retrofit specifications.
* Knowledge of project management in the housing or construction sector, with a well-organised approach to planning and delivery.
* Knowledge of funding sources and financial regulations relating to housing retrofit projects.
* Ability to interpret complex technical reports, funding bids and grant conditions, and to prepare clear monitoring reports and briefing notes.
* Strong communication and client-facing skills, with the ability to provide clear advice and information to residents, landlords, partners and contractors.
* Ability to undertake unsupervised visits to homes and sites across the borough and support project monitoring on site as required.
* Negotiation, organisational and analytical skills to help deliver projects on time, to budget and to agreed standards.
* A proactive and collaborative approach, with the ability to work effectively as part of a team and contribute to continuous improvement.
* A valid UK driving licence and access to transport for site visits across the borough.
Experience
* Experience of supporting retrofit or housing improvement projects, with a proactive approach to managing timescales, budgets and key deliverables.
* Experience of contractor supervision, site monitoring, preparing schedules of work and supporting the administration of works contracts.
* Experience of sourcing, bidding for, securing or supporting the delivery of externally funded capital or revenue projects would be advantageous.
* Experience of working with residents, partners and contractors in a customer-focused environment, with the ability to build positive working relationships and communicate effectively.
