Job Description

England is undertaking significant reform of agricultural policy and spending, moving from the Common Agricultural Policy (CAP) to Environmental Land Management (ELM) schemes. ELM schemes support farmers to provide public goods in return for public money, incentivising water, soil and biodiversity outcomes alongside food production. Working with Defra and delivery partner colleagues, you will aim to improve our services to farmers. These reforms support a resilient, productive agricultural sector and contribute to the EA2030 strategy and government targets for water, the environment and climate. The role includes influencing the design and delivery of incentives within the wider response to recent government reviews.
The Environment Agency ELM team seeks dynamic, strategic thinkers to help shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). You will contribute to continuous improvement of the scheme through its design and delivery, provide advice in meetings, manage commissions, deliver and oversee programme milestones, and identify risks and resource requirements. You will work across teams and organisations with senior leaders to articulate a scheme that supports and delivers outcomes.
The team
The team sits within the Nature & Place Directorate, part of the National Agriculture and Land Team, and works with government, statutory bodies and industry. We operate in an agile, fast-paced, flexible environment, managing uncertainty to deliver clarity. Experience/skills Required
The role represents our expertise to Defra, delivery bodies and the agriculture sector to achieve consistency and improve collaboration. Experience of Agriculture and working with Defra and other statutory bodies is essential. You are politically aware with excellent communication and networking skills. You understand environmental sensitivities associated with significant agriculture sector reform. You have experience interpreting/evaluating evidence to propose effective risk-based solutions for challenging problems. You prioritise and deliver complex work. You are a self-starter who actively develops and takes ideas forward. Ideal candidates will show they can:

Competence 5: Seeing the big picture — Understanding and reacting to changing directions, goals and business needs. Explain the implications of recent government reviews on the water sector and regulatory reform for the EA.
