Smart Metering sits as a key enabler of a net-zero energy system and there has never been a more important time for ensuring that smart meters and the supporting Smart Energy Code (SEC) arrangements are fit for the future. The parties to the SEC are at the forefront of developments that will allow energy consumers to make better use of their energy and reduce their energy bills, whilst ensuring more efficient use of the energy system and assets.

The SECCo Executive Team have been tasked to build its own team of dedicated, and enthusiastic subject matter experts to work alongside the existing SEC Code Administrator and Secretariat (SECAS) to improve the service and value we provide to SEC Parties.
About the role
We are now recruiting for a Performance Assurance Analyst to join our Industry Operations Team. This role will be a key position supporting the Senior Performance Assurance Manager.
In November 2024, Ofgem approved a SEC modification to introduce a risk-based Performance Assurance Framework (PAF), ensuring SEC obligations are met and risks are managed consistently. A Senior Performance Assurance Manager was appointed to establish and oversee the framework and chair the Performance Assurance Board (PAB), a formal Sub-Committee reporting into the SEC Panel. The first PAB meeting took place in May 2025, with a procurement process launched to appoint a new service provider for the day-to-day operations of the Performance Assurance Framework. The SECCo Performance Assurance team, which the Performance Assurance Analyst will be part of, will be responsible for overseeing and managing the service provider.
🎯Key Responsibilities
Performance Assurance Framework (PAF)
Support the implementation of the new Performance Assurance arrangements. In collaboration with the Performance Assurance Service Provider, you will also play an active role in driving continuous improvements in SEC Party performance against the Code requirements, to enhance its overall efficiency and effectiveness.
PAF support
Support the Senior Performance Assurance Manager and Performance Assurance Service Provider in the implementation and continuous improvement of the PAF:
· Cultivate strong working relationships with our Performance Assurance service provider to enhance collaboration, streamline communication, and ensure the effective operation and continued improvement of the PAF arrangements
· Review Working Instructions Manuals and guidance documents that have been created and/or revised by the Performance Assurance Service Provider
· Work with SECAS to ensure that the SEC website has the most recent versions of PAF and PAB related documents
· Collaborate with the SEC communications team to obtain feedback for the continuous development of the PAB and the PAF, and agree a plan of action based on the collated feedback
· Support the Senior Performance Assurance Manager as required.
Risk and Issue management
· Coordinate discussions with the SEC Panel and other SEC Sub-Committees and their Chairs, and the Performance Assurance Service Provider to resolve any duplication or overlap of risk and issue resolution – agreeing where best action should be take to mitigate or resolve issues/risks
· Support the transfer of newly identified risks and issues from other Sub-committees to the PAB’s Performance Assurance Risk Register, through analysis and discussions with relevant stakeholders
· Working closely with SECCo’s Performance Assurance Service Provider and SECAS team to help speed up the resolution to the problems impacting SEC Party’s ability to deliver the benefits of smart meters to industry and consumers.
Performance Assurance Board (PAB)
Managing and facilitating the operation of the SEC’s Performance Assurance Board (PAB), a formal Sub-Committee reporting into the SEC Panel, involves close collaboration with the PAB Chair, our Performance Assurance Service Provider, our SECAS team, DCC, and other relevant stakeholders.
Responsible for the PAB workplan
· Working alongside SECAS to manage the PAB monthly meeting agenda forward-look
· Collaborate with SECAS as the PAB Secretariat for implementing the PAB forward plan
Technical reviewer
· Conduct technical reviews of PAB papers, ensuring consistency in formatting and alignment with SEC paper standards and the Panel information policy, verify accuracy of subject matter
· Working with our Performance Assurance Service Provider to ensure performance reporting meets the needs of the PAB
Stakeholder Engagement and Management
· Support the Senior Performance Assurance Manager during service delivery meetings with our Performance Assurance Service Provider and deputise as required
· Foster relationships with SEC Parties, the Performance Assurance Service Provider, the Data Communications Company (DCC), the Department for Energy Security and Net Zero (DESNZ), Ofgem, data service providers and relevant Code Bodies/Managers.
· As part of the wider Industry Operations team, the role holder will be expected to contribute to, and support the implementation of ad-hoc projects, strategic initiatives and workplans.
🎯The successful candidate will have:
· Beneficial but not essential - An understanding of the GB Smart Metering arrangements and the Smart Energy Code, along with familiarity with its obligations, requirements, and associated regulatory framework (or a similar code)
· Experience supporting the delivery of an Energy Code-based risk-management or assurance framework.
· A foundational understanding of risk and compliance techniques, gained through formal education or practical exposure.
· Experience contributing to meetings, collaborating effectively with colleagues, and engaging with industry stakeholders.
· Strong verbal and written communication skills.
· Ability to analyse information, recognise trends, and provide insights to support decision-making.
· Ability to write technical reports and papers to present complex information and data in a clear, concise and engaging manner.
· Attention to detail when proofreading documents to ensure accuracy.
· Experience handling confidential information appropriately.
