About the role
Highways Development Control acts on behalf of the Local Highway Authority (LHA) and provides statutory responses to Planning Applications to the Local Planning Authorities (LPAs). This role sits within the Highway Development Control (Strategic) Team. Highways Development Control (Strategic) handle some of the more complex or sensitive developments across Lancashire, in addition to managing developer contributions (S106), developing Highways and Transport infrastructure strategies, and supporting Local Plan development. A number of the projects are of national importance and subject to a high level of scrutiny.
The work provides impartial professional highways advice in line with national policy, guidance, technical standards, regulations and the legal framework (including the Highways Act 1980), supporting the development process.
Responsibilities
* Undertake work including analysis of Transport Assessments, traffic modelling, liaising with LPAs, maintaining clear audit trails and record keeping, and analysing data to problem solve.
* Provide analytical input and contribute to decision making on complex or sensitive developments.
* Support the development of S106 contributions, highways and transport infrastructure strategies, and Local Plan development.
* Engage with colleagues and project partners, and communicate findings clearly in writing.
* Demonstrate self-directed learning with support provided where needed.
Requirements / Qualifications
* Analytical ability and a reasonable degree of mathematical proficiency.
* Strong communication skills, including writing.
* Relevant experience is desirable but not essential if transferable qualities can be demonstrated.
* The role may require work outside traditional hours (mornings, evenings, weekends) depending on development activity.
* The role is hybrid working, based at Cuerden Depot, Bamber Bridge, with some home-based work.
* A full, clean driving license and access to a vehicle is desirable but not essential for the right candidate.
