Role Overview

As part of the Residential Environmental Health service, you will play a pivotal role in improving standards within the private rented sector in Islington. Acting as a key link between tenants, landlords, internal teams, and external partners, you will support safe, secure, and well-managed private rented housing.

The postholder will advise landlords, empower private renters, and promote good property management practices while supporting enforcement activity against landlords who exploit tenants. You will also lead on research, consultation, stakeholder engagement, and performance reporting, supporting the effective delivery of the Council's property licensing programme.

Key Responsibilities

Lead the delivery of the landlord and tenant advisory service, ensuring clear, accessible, and timely advice on rights, responsibilities, and legal requirements.

Organise and deliver meetings, drop-in sessions, and briefings for internal and external stakeholders on private sector housing issues, including management of the Landlords' Forum.

Design and implement innovative approaches to engage landlords, tenants, and stakeholders to improve awareness of rights and responsibilities within the private rented sector.

Develop and deliver campaigns to raise awareness of property licensing, renters' rights, landlords' obligations, and enforcement activity.

Manage and update digital content on private rented housing web pages to ensure information is accurate, accessible, and user-focused.

Proactively develop, review, and update policies and procedures impacting private sector tenants and landlords.

Lead on research and consultation, analysing stakeholder feedback and developing strategies to support tenants and landlords effectively.

Lead landlord engagement activity to support property licensing, including statutory consultation, acting on feedback, and producing regular performance reports.

Maintain accurate records of all engagement activity, including casework, advice, referrals, and produce regular service impact and performance reports.

Undertake any additional duties consistent with the grade and responsibilities of the role.

Ensure full compliance with legal, regulatory, and policy requirements, including GDPR, Health & Safety, and the Employee Code of Conduct. Proactively identify risks and improvement opportunities within your area of expertise and escalate issues where appropriate.

Person Specification

Essential Criteria

(Mandatory requirements that must be met)

Degree or Level 6 qualification in a relevant field, or substantial practical experience in landlord and tenant engagement.

Experience providing legal or regulatory advice to landlords and tenants on rights and obligations.

Knowledge Of Relevant Housing Legislation, Including
Protection from Eviction Act 1977

Housing Act 1988

Housing Act 2004

Renters' Rights Act 2025

Experience planning and delivering stakeholder events, briefings, or engagement sessions.

Ability to communicate complex information clearly and effectively, both verbally and in writing.

Experience leading or contributing to projects, with strong organisational skills and the ability to manage multiple priorities.

Strong team-working skills and flexibility to meet service outcomes and manage competing demands.

Experience maintaining accurate records, including casework, meeting notes, and project documentation.

Competence in using MS Office and specialist systems to manage information and support service delivery.

Ability to use initiative to solve problems and proactively contribute to the development of operational procedures.
