Role Overview
The Project Manager will be a critical member of CloudHQ's Development across the EMEA region, responsible for the pre‑construction phase of hyperscale data centre projects. The role leads projects from site identification and due diligence through planning, design development and contractor procurement, ensuring projects are fully defined, cost‑planned and commercially sound before construction. A developer mindset is required, balancing technical, commercial, planning and stakeholder considerations to inform decisions and define project directions at the earliest stages.
Key Responsibilities
- Establish project leadership and build partnerships with internal teams (development, construction, operations, finance, legal) and external stakeholders (consultants, authorities, utilities providers, project partners).
- Lead project governance, reporting and approval processes.
- Ensure clear communication of project status and risks, identifying decisions that need escalation to executive leadership.
- Progress projects from early‑stage feasibility through to construction readiness, defining scope, budget, programme and development strategy.
- Coordinate site due diligence with site selection, legal, technical and consulting teams, assessing test‑fit feasibility, zoning constraints, power, water, fibre, infrastructure availability and technical risks.
- Confirm alignment with project business cases and manage internal investment approvals.
- Lead development of concept and basis of design in collaboration with technical teams.
- Manage and coordinate multidisciplinary consultants (architects, engineers, planners) and development budgets, ensuring cash‑flow alignment.
- Coordinate internal and external resources, driving results in change management, procurement, and market condition monitoring.
- Ensure Goal alignment, stakeholder management, risk identification and mitigation, and robust reporting protocols to senior leadership.
- Build a detailed project programme to negotiate lease agreements with hyperscale tenants.
- Apply practical understanding of construction sequencing, logistics, commissioning and integration of systems to hand over to operations.
- Prepare projects for construction delivery prior to handover, working with construction delivery teams to preserve intent and continuity.
- Ensure compliance with Environmental, Health & Safety (EHS) regulations and promote a safe working environment for all team members, contractors and customers.
- Challenge and remove barriers, proactively driving best solutions for customers.
- Maintain a broader perspective, identifying opportunities across disciplines to enhance the business.
- Liaise with customers to deliver preferred solutions into CloudHQ data centres and support key initiatives.
- Consult globally to ensure uniform best practices across all developments.
- Champion CloudHQ initiatives on all projects and promote core values.
Required Experience & Qualifications
- A degree preferred but not essential.
- Industry recognised project management qualification is desirable.
- Substantial, demonstrable experience in delivering complex projects.
- Minimum 8+ years in Data Centre, critical infrastructure or complex real‑estate development projects (e.g., pharmaceutical, semiconductor).
- Strong experience in pre‑construction, development and early lifecycle roles, exposure to utilities strategy, planning/permitting and contracting models.
- Strong knowledge of construction across EMEA and effective management of multiple major projects.
- Working knowledge of construction contracts used across EMEA.
- Ability to work cross‑functionally and independently with expertise.
- Excellent communication and collaboration skills.
- Critical thinker, problem‑solver and strong interpersonal skills for customer interface.
- Comfortable with executive leadership exposure to drive strategic decisions.
- Willingness to travel locally and internationally across EMEA, with a valid passport and awareness of visa requirements.
- Strong commercial and financial acumen.
- Proficiency with MS Office.
- Experience with scheduling/programming software and analysis.
- Ability to thrive in a fast‑paced environment, working outside normal hours as needed.
- High attention to detail, strategic thinking and understanding of wider business objectives.
