Job description
Senior Programme Manager – Building Safety
Team: Building Safety
Report To: Chief Executive
Overview:
The Senior Programme Manager will provide strategic leadership and end-to-end management of the organisation's Building Safety Remediation Programme, ensuring full compliance with the Cladding Safety Scheme (CSS), the Building Safety Act 2022, and all associated regulatory, technical and funding requirements.
The role will be accountable for the successful planning, governance, funding, delivery and assurance of multiple complex remediation projects across a high-risk residential building portfolio, ensuring resident safety, value for money, regulatory compliance and timely delivery.
Responsibilities:
* Lead the development and delivery of a comprehensive Building Safety Remediation Programme aligned to organisational strategy, regulatory expectations and CSS requirements.
* Act as the organisation's subject-matter lead for cladding and building safety remediation, advising Executive Team and Board as required.
* Ensure the programme aligns with emerging guidance from the Ministry of Housing, Communities & Local (MHCLG), the Building Safety Regulator and Homes England.
* Oversee all CSS funding applications, variations, claims and reconciliations, ensuring accuracy, compliance and audit readiness.
* Maintain full compliance with CSS eligibility, reporting milestones, cost controls and grant conditions.
* Lead engagement with Homes England, DLUHC and other funding bodies, acting as the senior point of contact.
* Oversee the delivery of multiple high-value, technically complex remediation projects, ensuring they are delivered safely, on time and within approved budgets.
* Establish and maintain robust programme controls including schedules, cost plans, risk registers, change control and reporting.
* Ensure procurement strategies comply with public procurement regulations and organisational standing orders.
* Establish clear programme governance, decision-making routes and escalation processes.
* Identify, manage and mitigate programme-level risks, including safety, financial, legal, reputational and resident risks.
* Ensure appropriate assurance, audits and gateway reviews are embedded throughout the programme lifecycle.
* Ensure all remediation works comply with the Building Safety Act 2022, Fire Safety Act, Building Regulations and relevant British Standards.
* Work closely with the Accountable Person / Principal Accountable Person to support statutory building safety duties.
* Ensure accurate and up-to-date building safety information, including the golden thread, is maintained.
* Oversee resident engagement strategies for all remediation projects, ensuring transparent, timely and sensitive communication.
* Manage complex stakeholder relationships including residents, leaseholders, managing agents, local authorities, fire and rescue services and contractors.
* Lead responses to complaints, enquiries and political or media interest relating to building safety works.
* Maintain overall programme budgets, ensuring strong cost control, forecasting and value for money.
* Oversee consultant and contractor performance, including fee management, KPIs and contract compliance.
* Ensure effective management of recovery routes where applicable (e.g. warranties, insurance, third-party claims).
* Provide leadership, coaching and professional development to programme and project teams.
* Promote a strong safety culture and collaborative, outcomes-focused ways of working.
* Champion equality, diversity and inclusion across programme delivery.
Profile Fit:
* A leader who works best operating at a strategic level and is an expert in programme management and engagement with critical stakeholders.
* This is not a role that provides the post holder with routine and would not be appropriate for an individual has low personal resilience. This role is not suitable for someone who is uncomfortable with accountability for meeting demanding targets and competing demands.

Person Specification
Knowledge:
* Strong knowledge of the Cladding Safety Scheme, Building Safety Act 2022 and related regulatory frameworks.
* Degree or equivalent, or significant experience in construction, engineering, surveying, or programme management.
Skills:
* Excellent programme management, governance and risk management skills.
* Strong stakeholder management skills, including resident engagement in sensitive environments.

Experience:
* Significant experience leading large-scale construction or remediation programmes within social housing, local authority or regulated environments.
* Proven experience of managing cladding or fire safety remediation projects.
* Demonstrable experience of securing and managing government grant funding.
* Solid experience of working effectively with Boards and Committees at a senior level.
* A record of success leading on multiple projects simultaneously to successfully deliver priorities within an organisation of similar complexity.
* Proven experience of developing and leading multi-disciplinary teams with a diverse range of services to achieve organisational ambitions whilst maintaining quality services within an organisation of similar complexity.
* Demonstrable experience of successful contractor management in a customer focused service organisation.
* Experience of building effective relationships with key stakeholders which support the delivery of strategic plans.
* Proven experience of effective strategic financial management of significant budgets.
* Experience of operating financial and risk appraisals linked to business strategy.
