Job Description This post is crucial to manage the Keyworker Service for young people and adults within the Moray Council Employability Team and work on behalf of the Moray Pathways Local Employability Partnership. Moray Pathways is the local employability partnership that includes over 50 support organisations and local employers from the public, private and third sector. We support individuals who require additional help into fair and sustainable jobs The Moray Council Employability Team follows the national No-one Left Behind policy and the following principles: Treating people with dignity and respect, fairness and equality and continuous improvement Providing flexible, needs based and person-centred support Is straightforward for people to navigate – no wrong door Integrated and aligned with other services – building on the Scottish Approach to service design with the user at the centre Providing pathways into sustainable and fair work Driven by evidence including data and the experience of users Support more people to move into the right job, at the right time Responsibilities Supporting integration and alignment of services at a local strategic level Lead on the delivery of employability policy intent which supports the delivery of the Keyworker Service for young people and adults Contribute to the planning and delivery of appropriate training and development across the Moray Pathways wider employability network Responsible for the line management and staff development and training of the Keyworker Service Responsible for the overall budget management and monitoring of all services which supports young people and adults The Individual Significant experience in a relevant discipline to include Direct experience of working with young people and adults Experience of working in a multi-agency environment Experience of motivating and enabling individuals and organisations responsible for supporting them, to co-design and deliver change based on evidence of need. Awareness and application of current legislation relating to national employability policies Proven working knowledge of Quality Assurance, planning tools and Performance Management frameworks. Professional qualification in relevant discipline (e.g. Community Learning and Development; Social Work, Teaching, Adult/Family Health, etc.) Knowledge of and ability to work effectively within relevant legislation and practice. Highly effective project planning and report writing skills. Effective communication and mediation skills. Effective organisational skills. Clear thinking and good analytic abilities. Ability to deliver improvements within agreed timescales Ability to work in an inclusive way embracing equality and diversity Capacity to make balanced decisions under pressure Ability to work within budgetary constraints. Ability to motivate, support and challenge within a multi-agency setting Highly effective presentation, organisational, time-management, written and oral communication skills Proven ability to work under minimal supervision. Ability to take a lead role while empowering colleagues to deliver results You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray, this is normally undertaken by use of a car/van. Discreet and able to work within Code of Confidentiality. Flexible, adaptable and creative Ability to relate to and develop good working relationships with individuals from within the child poverty target groups and organisations responsible for supporting them Reliable, honest and able to work under pressure Resilient Effective team player Able to travel independently to variety of locations in the general course of work. Able to work efficiently within a sometimes busy office environment. Able to lift, carry, transport heavy items on occasion (e.g. presentation equipment, boxes of written materials or other resources).
