Development Management Implementation (DMI) Senior Engineer
Are you a dynamic, creative, and delivery-focused Highways Engineering / Transport Planning professional? Can you leverage your technical skills to support Tetra Tech in a new partnership with Hertfordshire County Council (HCC)? If so, we would like to hear from you.
HCC has awarded Tetra Tech, in collaboration with co-consultants Jacobs and Tony Gee and Partners, a Professional Services Contract (PSC) for Highways and Transport services. This long-term contract emphasizes close collaboration within the Council’s 'One Service' approach. Tetra Tech’s role within the PSC includes managing the Development Management Implementation (DMI) Service and supporting other service areas. The DMI team currently comprises approximately 20 staff members.
We are seeking an experienced Highways Engineer / Transport Planner, at Senior or Principal Consultant level, to lead the team, provide technical expertise, and be a key member of the DMI team. This pivotal role involves team management, delivering technical outputs, and engaging with internal and external stakeholders and partners.
The successful candidate may have the option to adopt a hybrid working model, combining office presence with remote work.
Requirements:
Candidates should possess:
1. Extensive highway design experience, preferably with local authority projects, though private sector experience with developers is also valuable.
2. Experience providing professional advice on highways Section 278 and Section 38 Agreements, including review of developer proposals and highway specifications.
3. Proven project management skills; staff management experience is desirable but not essential.
4. Ability to prepare work programmes, cost estimates, and monitor budgets for highway schemes.
5. Experience reviewing developers’ method statements and traffic management proposals.
6. Experience conducting road safety audits at various scheme stages.
7. Experience performing site inspections during and after construction, including preparing remedial works and liaising with developers.
8. Ability to review Transport Assessments and related documents received as part of planning applications.
9. Experience providing pre-application advice to developers on Transport and Highway issues.
Preferred Qualifications:
1. Degree or Master’s in civil engineering, transport planning, or a related field.
2. Professional accreditation such as MICE or CIHT.
