The team is responsible for delivering the following service functions:
* Provision of the statutory homeless service
* Provision of temporary accommodation
* Management of the housing register
* Co‑ordination of support to citizens rough sleeping
* Commissioning of homeless services
* Responsibility for housing strategy
The Council’s strategic vision is set out in the Housing & Homelessness and Rough Sleeping Strategies approved in 2019.
We are looking for a leader who will manage a small team of finance and admin officers to provide excellent customer service and maximise rent payments from temporary accommodation residents. The role requires collaboration with the Housing Benefit Team to ensure rental payments are active, addressing any issues promptly, and with the Corporate Income Team to minimise debt and manage non‑payments per policy.
Key responsibilities include ensuring invoices are paid according to council procedures, issuing rent and storage charges in line with the Charging Policy, and maintaining compliance with financial regulations while developing partnerships to optimise income collection standards.
This post is exempted under the Rehabilitation of Offenders Act 1974 and is conditional upon a satisfactory Disclosure and Barring Service (DBS) check. All candidates must have the right to work in the UK.
Qualifications:
* Current knowledge of Housing and Homelessness, Housing Benefit and Council Tax legislation. An understanding of temporary accommodation subsidy regulations is an advantage.
* Experience working closely with Housing Benefit services and associated IT systems, including Academy or similar platforms.
* Experience in managing teams and using a range of management, team‑building and motivational techniques to drive performance.
* Strong negotiating, advocacy and IT skills.
* Resilience and determination to achieve right outcomes for homeless people and families.
* Ability to use initiative, think forward and lead solutions in a reactive role.
* Ability to work under pressure.
