Licensing Enforcement & Technical Officer

* Job Type: Full-time, Temp
* Working Hours: 37 hours per week (including evenings and weekends as part of a rota)
Our client is seeking a dedicated Licensing Enforcement & Technical Officer to join their team. This role is crucial for ensuring compliance with all licensing requirements across Sheffield, ranging from entertainment and alcohol to gambling and animal licensing. The position offers a dynamic work environment where you will provide essential support and enforcement to maintain community standards and safety.
Day-to-Day of the Role:
* Provide technical support and advice to the administration team, licence holders, and both internal and external stakeholders.
* Respond to complaints and carry out enforcement actions against unlicensed or non-compliant operators.
* Conduct compliance checks and targeted operations, including preparing reports and prosecution case files.
* Conduct interviews under caution and represent the Council in court as necessary.
* Act as a Responsible Authority under the Licensing Act 2003, enforcing legislation through inspections and preparation of prosecution files.
* Deliver training to licence holders and represent the Council at public meetings and committees.
* Investigate complex licensing issues and maintain procedures for effective enforcement.
* Work unsociable hours including nights, weekends, and bank holidays as part of a rota.
Required Skills & Qualifications:
* Strong understanding of Local Authority Licensing Law and ability to interpret multiple pieces of legislation.
* Minimum five years’ experience in licensing or a similar regulatory function, with proven enforcement and inspection experience.
* Experience preparing and presenting reports and managing stakeholder relationships.
* Effective communication skills and the ability to work both independently and as part of a team.
* IT proficiency and physical capability to conduct site visits and manage off-site work unsupervised.
* Must be at least 18 years old and not hold or be related to holders of certain Council licences.
