Deputy Director, KAI Customer Compliance Strategy - Croydon

About the job
Job summary
The role is to lead the KAI Customer Compliance Strategy (CCS) team. This involves setting the direction for four Grade 6 teams, ensuring they produce high quality analysis that meets customer needs.
It is essential for HMRC to understand the value of tax lost to non-compliance, and the behaviours contributing to the Tax Gap, in order to take action to reduce non-compliance. KAI CCS plays a crucial role in measuring HMRC\\\'s compliance performance and is influential in decision making on operational policies.
Job description
* Leading on HMRC\\\'s flagship Official Statistics publication \\\'Measuring Tax Gaps\\\' and ensuring that full value is derived from this key product, which is the starting point for HMRC\\\'s compliance strategy.
* Working in partnership with HMRC\\\'s Risk and Intelligence Service (RIS) to understand risk, including to deliver the Strategic Picture of Risk (SPR).
* Providing ministers, HMRC and the Office for Budget Responsibility with analysis relating to HMRC\\\'s operational policies. Delivering and co-ordinating outputs for Fiscal Events and Spending Reviews for operational/compliance measures. Ensuring the right long-term analytical products are developed and deployed for future events.
* Delivery of high quality analysis using the Tax Gap and other insight products to ensure that business areas across HMRC get full value from KAI CCS\\\'s analysis and evaluation.
* Leading for KAI on the estimation of error and fraud, building analytical expertise across the Directorate.
* Providing clear, concise and balanced briefing for hearings of the Public Accounts Committee and Treasury Select Committee.
* Building a programme of evaluation on measures which \\\'Close the Tax Gap\\\' including the recruitment of over 5,000 additional compliance staff over the next 5 years.
* Ensuring that KAI contributes fully to the work to innovate compliance activity delivery, for example use of new data sources or predictive analytics to target HMRC interventions.
* Alongside the rest of KAI Senior Leadership Team, the post holder will need to show wider corporate leadership.

Person specification
* Knowledge of a wide range of analytical techniques and practical application of these techniques to solve business/policy problems. The ability to support teams in using innovative methods in areas where there may be limited data. You will provide constructive challenge to ensure methods are fit for purpose and robustly defend analytical decisions.
* Experience of clearly articulating complex, technical analysis in an accessible way. You will need to communicate with credibility on high profile statistics which are subject to close external scrutiny, including at a ministerial level
* Evidence of managing competing demands and working collaboratively to deliver high quality products to tight timelines. The ability to confidently work through challenging analytical issues while maintaining trust across a diverse group of stakeholders in a fast-paced environment.
* Experience of leading and developing large analytical teams to deliver team and organisational objectives at times of pressure, while showing a genuine focus on wellbeing, diversity and inclusion.

Desirable Criteria:
* An understanding of HMRC\\\'s compliance operations and/or fiscal event processes is desirable for this role (this may be considered only in the event of closely matched candidates).

Membership required:
* Membership of, or skills and experience that would allow you to be recognised as a member of, one of the main analytical professions: Government Operational Research Service, Government Statistical Service and Data Scientists, Government Economic Service or Government Social Research.

Interview
You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5-minute verbal presentation (further information will be issued in advance).
Interviews are expected to take place via Microsoft Teams.

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
