HM Revenue & Customs (HMRC) is one of the largest Government Departments. Almost every individual and business in the UK is a direct customer of HMRC and we collect over £500 billion a year in revenue.

Fraud Investigation Service:
The Fraud Investigation Service (FIS) sits within HMRC and is responsible for dealing with cases of serious fraud and bespoke tax avoidance by way of civil and criminal investigations. These cases are the most challenging complex cross tax interventions that HMRC undertakes. FIS consists of approx. 4,500 professionals including a range of specialist skills such as Intelligence Analysis, forensic accountancy and cybercrime investigation.
FIS provides HMRC with an effective investigation arm to enforce the Department's compliance policies. Our work includes tackling complex offshore evasion, international smuggling of illicit excise goods, exports of controlled weapons and technology, labour market abuses, VAT and Self-Assessment repayment frauds and a host of other attacks on the tax system.
Fraud Investigation Analysis:
Fraud Investigation Analysis (FIA) is the Operational Analysis arm of the FIS. Our Intelligence Analysts work closely with FIS investigators and help them understand information collected as part of the investigation. Analysts can work with data extracted from HMRC systems; seized digital devices such as computers or phones; from Communications Service Providers or banks; or information generated by investigators, for example surveillance logs. We analyse and draw meaning from large and complex datasets, presenting our findings to investigators in simple, succinct products enabling them to drive forwards investigations.
Job description
Our Senior Officer Intelligence Analyst Team Leaders are technical specialists responsible for leading regional teams of Intelligence Analysts. There are two posts available, in Stratford and Croydon. In this role, you will provide strategic direction and oversee team performance to ensure the delivery of impactful analytical products, high-quality customer service and adherence to Service Level Agreements (SLAs). You will also be responsible for motivating the team and managing individual performance, attendance, and conduct, while ensuring that your team of Intelligence Analysts are equipped with the tools and knowledge required to excel in their roles.
Using the Intelligence Analysis Training, you will be expected to influence and assure the production of a range of innovative and complex analytical products to support casework effectively.
As a member of the Leadership Team, you will also contribute to driving continuous improvement across FIA and lead projects aligned with FIA's strategic business priorities. Please note that occasional travel and overnight stays will be required.
The role holder in Croydon will inherit an established, and busy team of intelligence analysts and will need to ensure the team maintains its high standards. You will play a key role in building and maintaining a new customer base, taking accountability for identifying suitable casework and coordinating workload allocation within the team.
Owing to high customer demand, FIA are building a second analyst team in Stratford. The role holder will be presented with a unique opportunity to shape and lead the development of the new team, and how it will work alongside the established Stratford team. Working closely with your counterpart, you will play a key role deconflicting and expanding the customer base to enable FIA to undertake additional work to meet customers' needs.
Person specification
In your role as Intelligence Analyst team leader, you will be responsible for:
- Managing and leading a team of Higher Officer Intelligence Analysts.
- Building and maintaining a customer base in the local area and source appropriate casework.
- Co-ordinate and prioritise case work against competing resource demands, both locally and nationally.
- Being accountable for the timely delivery of analytical products produced by your team to support Civil and Criminal investigations.
- Ensuring that appropriate analytical techniques are used in the production of your team's analysis.
- Managing and assuring the quality outputs of your Intelligence Analysts.
- Working with assigned mentors to guide new analysts through their initial training (Practical Trial Period) and ensuring they meet the required standards to pass their probation and practical assessments.
- Encouraging and seeking development opportunities for you and your team members, acting as a tutor, coach or mentor when needed.
- Managing the performance, attendance, and conduct of your team members.
- Actively contributing to the range of activities within FIA's Senior Leadership Team to drive continuous improvement.
You will be comfortable using a range of communication methods, engaging effectively with colleagues from across the team and wider business to deliver agreed objectives to help progress fraud investigations.
You'll be fully committed to supporting change and development through a culture of continuous improvement, sharing good practice, and addressing gaps in personal and team capability as appropriate.
Essential Criteria:
The following is essential:
* Experience leading in an analytical/assessment and/or intelligence environment.
* Experience of developing capability in yourself and colleagues.
* Experience of driving improvements through others.
* Experience of meeting customer requirements through the work of a team.

Due to the specialised and professional nature of these posts, completion of one of the core professional intelligence analyst training programmes as recognised by Professional Head of Intelligence Analysis (PHIA - Cabinet Office) or College of Policing from the following list is essential:
* NIAT - National Intelligence Analysis Training and/or Intelligence Professionalisation Programme (IPP) completion
* GIAT - Government Intelligence Analyst Training
* DIAM - Defence Intelligence Analyst Module
* Other recognised qualification (please specify)

Desirable Criteria:
Experience of people management is desirable.

Sift

Interview
During the panel interview, you will be required to deliver a 5-minute experience-based presentation on "Leading a project or team in an analytical or intelligence environment to deliver an effective output". You should detail the approach you took, how you ensured it would be effective, how you overcame any challenges and what the impact of your output was. You can produce a one-page handout for the panel to support your presentation, but this is not required.
Following the presentation, you will be asked to give examples of the above four behaviours and asked a number of strength-based questions.
This is an example of a strengths-based question:
"It is often said that the customer's needs should come first. To what extent do you agree or disagree with this statement?"
There is no expectation or requirement for you to prepare for the strengths-based questions in advance of the interview, though you may find it helpful to spend some time reflecting on what you enjoy doing and what you do well.
