North Lanarkshire Council’s Contract Strategy team within the Housing and Communities service is seeking an experienced and motivated Service Delivery Manager (Contract Support) to play a key role within our team.
This is an exciting opportunity to lead and develop a high‑performing contract support function that ensures our procurement and programme management activity is efficient, compliant, and delivers real value for our communities.
Reporting directly to the Contract Support Manager, you will be responsible for managing procurement processes across a diverse portfolio of contracts, ensuring all activity aligns with legislation, the Council’s Financial Regulations, and General Contract Standing Orders.
The role involves preparing and managing tender documentation, leading tender evaluations, and supporting senior managers and elected members with expert procurement advice.
A key element of the role will be supporting programme delivery, monitoring project performance, financial activity, and statutory indicators to ensure robust contract outcomes. You will also contribute to long-term service improvement planning, future capital programme priorities, and the continuous development of procurement and programme governance frameworks.
You will also lead on maintaining the Contracts Register and Register of Quotations, ensuring effective audit trails and high quality performance reporting.
We are looking for a candidate with significant experience in procurement, ideally within a large or complex organisation, with a strong understanding of procurement legislation and best practice.
You’ll bring excellent skills in contract management, stakeholder engagement, and construction related procurement, alongside strong IT and report‑writing abilities.
You will be an effective communicator who demonstrates integrity, leadership, and the ability to motivate others while working to tight deadlines.
Importantly, you will also have proven experience of coaching and mentoring staff, supporting their development, building capability across the team, and promoting a culture of continuous improvement. You will provide guidance, constructive feedback, and leadership that empowers staff to deliver high‑quality work and adapt to evolving service and programme demands.
