Background
Swindon Borough Council is delivering a significant improvement and transformation programme. Following a C3 regulatory judgement, Swindon Borough Council is investing £250 million over the next five years to strengthen safety, performance and tenant experience across its stock.
Effective commissioning and contract management are essential to delivering this programme, particularly within services that support void turnaround and the timely re‑letting of homes.
Your New Role
As Service Lead - Commissioning & Contracts, you will lead the commissioning and contract management activity that supports the Voids service, ensuring services are well designed, effectively managed and deliver positive outcomes for residents.
Reporting to the Service Manager, you will take ownership of the end-to-end management of contracts and frameworks, from mobilisation through to renewal or closure. Working closely with operational teams, contractors, procurement and finance colleagues, you will hold delivery partners to account for quality, performance, cost and timeliness.
With responsibility for a small team and complex contract budgets, you will oversee governance, financial control and performance reporting, driving continuous improvement and ensuring value for money.
What You'll Need to Succeed
You will have experience in commissioning or contract management within a housing, repairs, voids or property maintenance environment. Strong understanding of contract management, performance management and budget oversight is essential.
A relevant professional qualification and a recognised health and safety qualification are desirable, alongside the ability to build effective relationships and drive improvement through data and assurance.
