Job overview
The Data Development Manager is an integral part of the Information and Performance Directorate and will play a pivotal role in ensuring the delivery of timely, accurate, and consistent data to support the Trust’s operational, clinical, and strategic needs.
The post holder will:
* Work closely with the Deputy Head of Data Development to align technical delivery with the wider Trust Information Strategy and digital roadmap
* Lead on the delivery of information-led projects by providing technical leadership and ensuring outputs meet quality standards, contractual obligations, and national requirements.
* Manage a small team of technical and non-technical staff, supporting their development and ensuring delivery against agreed objectives.
* Provide specialist technical advice and guidance to colleagues across the Trust, ensuring the development and implementation of best practice methodologies in data management and reporting.
* Be responsible for the governance, management, continuous improvement, development and assurance of the Data Warehouse and other data repositories (in line with national framework requirements)
This role requires a highly motivated individual with proven technical leadership experience, excellent communication, project management skills, along with advanced knowledge of NHS data standards. Demonstrating problem-solving capability and the ability to deliver complex data-driven projects in a fast-paced environment.
Main duties of the job
Main Objectives
* Act as a senior technical member of the team, responsible for the day-to-day operation, optimisation and continuous improvement of the Trust’s Data Warehouse, other data repositories (in line with national framework requirements) and reporting platforms.
* Lead on the development, optimisation, and assurance of data flows, ETL (Extract – Transform – Load) processes, commissioning data sets and reporting solutions.
* Ensure all reporting solutions are accurate, timely, and compliant with national guidance and Trust requirements.
* Provide subject matter expertise on technical data management and business intelligence solutions, advising on improvements and efficiencies in current processes.
* Contribute to the redevelopment of existing systems and workflows to maximise efficiency, accuracy, and data quality.
* Support the delivery of specific programmes and projects by providing expert technical input to ensure solutions are designed, developed, and delivered in line with agreed timescales, budgets, and quality expectations.
* Provide high-quality technical documentation, data dictionaries, and standards to ensure robust governance and sustainability of reporting processes.

* Lead on implementing clear performance expectations for designated staff within the Data Development Team. Monitor delivery and act where standards are not met, supporting staff to achieve high-quality outcomes.

Qualifications
* Educated to postgraduate degree level or equivalent experience in NHS information services
* Professional qualification in Information Analysis or equivalent professional experience
* Evidence of continuing professional development

Experience
* Proven track record of working within an Informatics environment within Acute NHS Services
* Substantial in-depth knowledge and expertise in one or more areas of:
o Information Management and reporting
o Data Assurance
* Experience in Data Warehousing, Data modelling and data flows
* Experience of successfully planning, developing and implementing changes to services, systems or processes
* Experience of Project and Programme Management – planning complex multi-dimensional projects and programmes; prioritising, adapting plans, resource planning, stakeholder management and benefits identification, delivery and tracking
* Experience of managing and developing staff including objective setting, appraisal and Personal Development Plans
* Experience of Trust Clinical system
* Significant experience on system testing and problem solving
Knowledge
* Highly developed specialist knowledge of data collection and analysis within an Acute Hospital Trust to design and develop reports.
* In depth knowledge and understanding of NHS Data Dictionary, information standards and National programmes of work.
* Excellent communication skills both orally and in writing, with an ability to prepare written documents that are clear and easily understood.
* Knowledge of Information Governance, Data Protection Act and Caldecott requirements.
* Proven ability to successfully extract data and analyse and interpret complex data and draw conclusions using SQL
* Ability to demonstrate knowledge of the impact of change and process design on clinical workflows.
* Competent with Microsoft products i.e. Outlook, Word, Excel, PowerPoint, Access and Teams.
* Ability to negotiate and influence others in a positive manner with the confidence to manage differing views to achieve change and improvement.
* Knowledge of current health policy framework and literature.
* Knowledge of commissioning cycle in the NHS.
