This is an exciting opportunity for a motivated individual to help shape the future of cycling, walking and wheeling in Leicestershire. You will play a key role in developing our programme of Local Cycling and Walking Infrastructure Plans (LCWIPs), engaging with the public, partners and stakeholders as outlined by the Department for Transport. Using data to inform decisions, you will coordinate and undertake audits in line with the Healthy Streets approach set out in the Leicestershire Cycling and Walking Strategy. Your responsibilities will include drafting and publishing reports and final documents, prepare high‑quality written materials, and presenting information to Members, senior managers and the public through meetings and forums. With excellent communication skills, you will work closely with colleagues across Transport Strategy, Policy, and Transport Projects and Programmes to deliver meaningful, sustainable improvements to active travel across the county.

The work of the team includes the promotion of cycling, walking, wheeling, car-sharing and public transport, the management of the council’s supported passenger transport network and the council’s extensive Public Rights of Way network.

About the Role

We are looking to recruit a Senior Sustainable Travel Officer at 37 hours per week. The primary focus of this role will be supporting the development and delivery of Leicestershire's programme of Local Cycling and Walking Infrastructure Plans (LCWIPs), working with a range of internal and external partners, engaging with the public and stakeholders, and coordinating audits and data analysis in line with Department for Transport guidance.

Alongside LCWIP development, the role will contribute to the team's wider sustainable travel programme. This includes organising and running events such as Leicestershire's Cycling, Walking and Wheeling Forum, and supporting the delivery of promotional schemes and projects across the county under the Choose How You Move brand.

The role will also involve guiding developers to mitigate the impact of single car occupancy use for new developments pre- and post-planning stage, ensuring that developers are meeting the required standards set out in relevant guidance relating to Travel Plans and support the delivery and monitoring of active and sustainable initiatives which have been conditioned through Section 106 Obligations.

The balance of these responsibilities will vary as the LCWIP programme progresses through its development phases.

About You

To apply for this post, you must:

1. A Degree or equivalent relevant qualification Or Proven relevant experience in the areas below
2. Good knowledge and understanding of active and sustainable travel and transport, together with a customer-focused approach where the customer experience is central to the delivery of the service
3. Experience of developing and influencing successful relationships with internal and external stakeholders and partners, such as district councils, schools, businesses, transport operators and communities.
4. Excellent verbal and written communication and presentation skills including communicating at all levels and to a wide range of audiences effectively with understanding, tact, and diplomacy, whilst maintaining an objective, assertive and professional stance.
5. Effective time, resource and project management skills, to be able to work in a team environment, to manage varied workloads and an ability to work to tight timescales and to agreed targets.
6. Excellent ICT skills, including a knowledge and understanding of Microsoft office programmes particularly within Microsoft Excel and use of bespoke databases and GIS map-based programs. Strong numerical and analysis skills, and attention to detail.
