The Procurement Department is seeking a motivated and forward thinking individual to play a key role in delivering a cost effective, efficient and responsive procurement service for the Trust. This is an exciting opportunity for an exceptional person with the vision, drive and skills to help strengthen the impact of clinical based procurement across the organisation. Working closely with the Clinical Procurement Nurse Lead, you will support the team in raising the profile of clinical procurement, ensuring it continues to add real value to patient care and the wider Trust.


Main duties of the job

The postholder will:

* Be part of the Clinical Procurement team, embedded in the Strategic Procurement team who undertake a pivotal role in delivering significant value and cost improvement in a creative, strategic and innovative way relating to commercial income and expenditure contracts in order to assist the Trust in meeting its financial targets and objectives, alongside safe and effective patient care delivery.
* Work with the procurement team, nurses and other clinical staff to identify products where quality can be maintained or enhanced and costs can be reduced in line with the model hospital, productivity and efficiency.
* Work with the Clinical Procurement Nurse Lead to support the delivery of specified clinical procurement projects, within agreed timelines, requiring the specialist knowledge and skills provided through professional registration, either in nursing/ midwifery or other qualified health care professionals.

Job responsibilities

Key Duties:

Clinical

* Work closely with the Clinical Procurement Nurse Lead, to support medical colleagues, matrons, ward managers and other staff to achieve value through the use of the most appropriate clinical supplies, critically reviewing purchasing, practice and procedures.
* Working as a liaison between the Procurement team and clinical teams.
* Working with the Clinical Procurement Nurse Lead to review all clinical non-pay spend and identify and develop divisional procurement projects, as part of the annual procurement work plan.
* Develop close working relationships with the relevant internal divisional managers and senior management team to optimise products where this can be achieved, without compromising the quality of patient care and outcomes, whilst focusing on value.
* Follow the guidance set out in the Clinical Product Optimisation Policy and supporting SOP to ensure that New Product Introduction and Optimisation projects are presented at the Clinical Product Optimisation group (CPOG). Take ownership and support clinical stakeholders to complete the relevant documentation and provide a presentation for CPOG.
* Consider the sustainable impacts of products procured.
* Provide expert specialist advice and support to clinical and non-clinical staff, of all levels, in relation to clinical procurement practices.
* Identify and work with clinical experts within specialties to secure commitment to agreed purchasing plans and/or product formularies. Responsibility for making product change recommendations to achieve better value for the organisation.
* Support the embedding of clinical procurement procedures across the division ensuring that change is managed through the defined processes.
* Assist in identifying key risk areas and ensure these are managed, reported and controlled.
* Actively participate in collaborative initiatives at either local, regional or national level.
* Lead on a portfolio of divisional clinical projects assigned by the Clinical Procurement Nurse Lead. Work with clinical staff and procurement staff and the data team to identify, analyse and present complex data on clinical products e.g. product choice, usage, trends, to underpin optimisation initiatives.
* Liaise with category managers to undertake critical analysis of new product and potential suppliers as required from a clinician's perspective.
* Provide product and project related support to clinical colleagues to support compliance and project uptake.
* Promote best practice and governance across the Trust in procurement matters.
* Ensure compliance with Trust procurement policies and procedures across the Trust.
* Initiate and manage specific clinical product evaluation projects, considering existing local and national guidelines (e.g. NICE) and best practice, involving the product users at every stage and maintaining comprehensive documentation, inclusive of MIA if applicable.
* Promote awareness and understanding within the Trust of the function and usage of products within the materials management (stock control) teams, increase understanding of clinical concerns and issues and the positive impact of effective clinical procurement strategies on the quality of patient care.
* Address and deter practices which deviate from the processes outlined in the Trust Standing Financial Instructions, Procurement Policy and Process.

General Duties:

* To maintain professional registration in line with the post holder's professional body, i.e. NMC, HCPC.
* Act in a professional manner, role modelling behaviours in line with Trust values and in accordance with their professional code.


Person Specification

* - Ability to use tact and diplomacy when dealing with change and challenging behaviours.
* - Excellent communication, with constructive contribution to team objectives.


Qualifications

* BSC or equivalent qualification or significant senior level clinical experience.
* Professional Registration i.e. RN, AHP, ODP.
* Significant post registration experience and evidence of continuing professional development post-graduation.
* Maintenance of clinical/professional registration ensuring in depth knowledge of clinical/functional skills and experience.
* Evidence of a leadership or management qualification or relevant experience.
* Institute of Purchasing and Supply (MCIPS) or working towards.
* ENB988 or SLAIP or equivalent qualification.


Skills & Knowledge

* - Personal experience of High level clinical/functional competency.
* - Ability to present to groups and individuals, using graphical representations and communications matrix.

Experience

* - Experience in MS Office applications including Excel, Word, PowerPoint.

* - Experience of critical evaluation and analysis of clinical patient pathways, products, treatments and services (using proven research methodologies).
