The Site Engineer is responsible for providing engineering support to the delivery of highway improvement works associated with Section 278 agreements.

This includes setting out, quality assurance, and ensuring works are delivered in line with technical specifications, programme requirements, and safety standards.
Setting Out & Engineering Control Carry out accurate setting out of highway works including kerbing, drainage runs, road construction, footways, and associated infrastructure.
Establish and maintain site control points, benchmarks, and survey data.
Verify line, level, and dimensional accuracy of all works undertaken on site.
Produce and maintain as-built surveys and records for completed works.
Quality Assurance Ensure works comply with approved drawings, specifications, and local authority standards.
Carry out quality inspections and checks on materials and workmanship.
Complete Inspection and Test Plans (ITPs) and maintain QA documentation.
Identify and raise technical queries (TQs) or design issues with the design team where required.
Site Coordination Liaise with site managers, subcontractors, and supervisors to ensure works are delivered efficiently and to programme.
Coordinate works alongside traffic management operations and live highway constraints.
Provide technical guidance to site teams on construction methods and design requirements.
Health & Safety Ensure all works are undertaken in compliance with site health and safety procedures.
Assist in the preparation of method statements and risk assessments.
Monitor site activities to ensure safe working practices are maintained.
Documentation & Reporting Maintain accurate daily site records and site diaries.
Record progress and assist with programme updates.
Compile as-built drawings and handover documentation for the client and local authority.
Typical Works Involved Section 278 highway works may include: Road widening and carriageway tie-ins New junction construction and upgrades Kerbing, footways, and cycleways Highway drainage installation Street lighting and signage foundations Traffic signal ducting and infrastructure Road markings and surfacing works Skills & Experience Previous experience working as a Site Engineer on highways or infrastructure projects.
Experience delivering Section 278 or local authority highway works.
Proficient in setting out using GPS and total station equipment.
