Senior EHCP Quality Assurance and Data Officer

London Borough of Havering is seeking an experienced and highly analytical Senior EHCP Quality Assurance and Data Officer to join our Starting Well, Education, SEND and Alternative Provision Service.
We are looking for an exceptional individual to drive data accuracy and quality assurance across our Education, Health and Care Plan (EHCP) processes. This is a critical role that ensures compliance, informs strategic decision-making, and contributes directly to improved outcomes for children and young people with SEND.
The Role
Reporting directly to the Head of SEND and Alternative Provision, you will be the lead expert in monitoring and improving data quality and statutory compliance within the EHCP process.
Key Duties
* Data Management & Reporting: To collect, cleanse, and analyse data required by the Manager/Head of Service to report upon the EHCP process for statutory returns, FOIs, SEND Executive Board, and any other purpose.
* System Compliance & Management: Experience of Managing Teams to be compliant on the Case Management System in relation to EHCPs (SEND Case Officers, Business/Admin Teams processing EHCPs) is essential.
* System Monitoring: To monitor the processes in Liquid Logic (the borough's Case Management System) from assessment to finalisation, Annual Reviews, ceasing of plans, Mediation, and Tribunal, and liaise with the Liquid Logic Team to adapt, upgrade, or address any issues therein.
* Quality Assurance (QA): To assist the Head of Service to monitor and support performance improvement of the Council’s EHCP Quality Assurance Framework, and other QA activity within the SEND and AP Service.
* Stakeholder Liaison: To liaise with the Performance Team, Pupil Place Planning Team, and any other internal Council team to assist in the provision of accurate and timely data for the SEND dashboard.
* Training & Feedback: To train and support stakeholders and colleagues within the team to use the quality assurance tool and provide regular feedback on data related to KPIs to all team members.
Requirements
* Demonstrable experience in managing data compliance and quality assurance within a statutory Local Authority SEND service.
* Ideally, experience with Liquid Logic, the borough's Case Management System.
* Proven ability to analyse complex data sets and translate findings into clear reports and actionable insights for senior managers.
* Strong understanding of the statutory EHCP process and relevant SEND legislation.
* Excellent communication skills with the ability to train and support colleagues on QA tools and data processes
