Job Description

We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and barrier removal, ensuring alignment with business cases and value for money.
We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Key tasks include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives and managing the change control process.
3. Supporting the Programme Manager to assure changes related to Time, Cost, and Quality, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance standards.
7. Supporting ongoing business management through whole-life cost allocations.
The Digital, Innovation, and Programmes team is responsible for implementing the Digital Strategy across E&B, setting strategic direction for digital services that transform environmental regulation.
You will work in a multidisciplinary team, alongside Defra shared services and third-party suppliers, shaping user-centered online services and digital platforms to improve efficiency, simplicity, and speed.
Experience/Skills Required
Preferred but not essential:
* Experience in fast-paced, dynamic programmes
* Extensive digital skills (Excel, SharePoint, PowerBI, etc.)
* Managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, re-charges)
* Purchase order raising
* Experience with business cases, EA and Defra approval routes, change control processes
* Experience in digital programmes (beneficial but not essential)
* Governance knowledge around spend control and assurance processes
* Leadership in stakeholder engagement, innovation, and best practices
Additional Information
You will have an incident management development objective, with support and training provided. The role is flexible with an EA Office base; some travel may be required.
