Location: US CONUS locations with work from home option.
The Deputy Program Manager at ECC will support the development and execution of our DoD environmental performance-based and traditional O&M restoration/cleanup programs, including but not limited to business development, client management, and project execution.
Principal Accountabilities
* Responsible for program operations standards for high-quality internal and external client programs.
* Manage large projects to meet high-quality internal and external client project and programmatic standards.
* Ensure adequate client satisfaction with operational execution, especially regarding change management and invoicing systems.
* Monitor and ensure net margins on IDIQ task orders; develop and implement corrective actions with operations managers as needed.
* Monitor project performance regarding price, scope, schedule, and support project managers in improving cost performance.
* Identify new projects and opportunities within programs or stand-alone.
* Identify new markets and geographic areas to maximize contract utilization.
* Ensure adequate backlog by working with the Program Director, BD, and operational groups.
* Lead proposal efforts when necessary.
* Plan and manage project activities to meet goals within time and budget constraints.
* Provide team and technical leadership, budgeting, scheduling, and customer interface.
* Manage projects to ensure profitability and customer satisfaction.
* Support program cost management to maintain profitability.
* Maintain communication with clients to resolve concerns.
* Review project plans, establish work and staffing plans, and assign duties.
* Coordinate project activities, monitor progress, and prepare reports.
* Provide technical advice and resolve issues.
* Coordinate with government agencies and manage departmental budgets and controls.
* Manage supervisory responsibilities per organizational policies and laws.
* Perform other duties as assigned.
Basic Requirements
* Ability to interpret business, technical, and governmental documents.
* Strong report writing and presentation skills.
* Experience with cost tracking and accounting systems.
* Mathematical skills including fractions, percentages, ratios, and proportions.
* Problem-solving skills and program implementation experience.
* Effective communication and negotiation skills.
* Experience interfacing with executive management.
* Proficiency in Microsoft Office and Windows.
* 10 years experience with government agencies in construction or environmental remediation.
* 5 years project management experience, focusing on costs, schedule, and resources.
* Willingness to travel periodically, typically less than 25%.
* Bachelor's degree in engineering, construction management, geology, chemistry, or science; equivalent experience may suffice.
Preferred Proficiency Requirements
* OSHA construction safety or HAZWOPER training.
* Experience with cost tracking systems like EZ TRAC and Cost Point.
* Professional registration (PE, RA, CEM, PMP, etc.).
ECC's targeted salary range for US locations is $135,000 to $155,000 annually, influenced by experience and qualifications.
