Job Summary:
• Connect2Hackney is proud to be recruiting on behalf of the London Borough of Hackney for an experienced and proactive Tenancy Investigations Officer to join the Audit and Anti-Fraud team.
• This role plays a vital part in protecting Hackney’s social housing stock by investigating and preventing tenancy fraud.
• You will manage complex investigations from initial referral to conclusion, gathering evidence, preparing reports, and ensuring compliance with relevant legislation and Council policies.
• This is an opportunity to make a real impact by ensuring fair access to housing and maintaining integrity across Hackney’s housing services.

Key Duties/Accountabilities (Sample):
• Conduct thorough investigations into alleged tenancy fraud, from referral to legal resolution.
• Gather, analyse, and evaluate evidence from a range of internal and external sources.
• Carry out interviews under caution and take formal witness statements in line with PACE requirements.
• Prepare detailed case reports, witness statements, and progress updates for management and legal proceedings.
• Collaborate with internal teams, external agencies, housing associations, and the police to progress cases effectively.
• Deliver and support fraud awareness training for housing and Council staff.
• Ensure investigations comply with relevant legislation, including PACE, RIPA, CPIA, Fraud Act, Data Protection Act (DPA), and Human Rights Act (HRA).
• Maintain accurate investigation records, evidence logs, and secure data handling always.
• Support the development of internal controls and contribute to improving the Council’s anti-fraud framework.

Skills/Experience:
• Proven experience conducting investigations within social housing, local government, or other public sector environments.
• In-depth knowledge of relevant legislation including PACE, RIPA, CPIA, Fraud Act, and Prevention of Social Housing Fraud Act (POSHFA).
• Good understanding of housing law, particularly in relation to subletting, Right to Buy, and tenancy breaches.
• Strong written and verbal communication skills, with the ability to draft detailed reports and deliver presentations.
• Excellent analytical, investigative, and problem-solving abilities.
• Confident dealing with sensitive or confrontational situations professionally and calmly.
• Strong organisational skills with the ability to manage a high-volume caseload and meet deadlines.
• Proficient in the use of Microsoft Office and case management systems.
• Ability to work independently and flexibly, including outside of normal office hours when required.

Additional Information:
• The closing date:14/11/2025.
• Recognised qualification in counter fraud studies (e.g., Accredited Counter Fraud Specialist) and/or substantial experience in tenancy or fraud investigations.
• Must successfully pass a Disclosure and Barring Service (DBS) check acceptable to the Council.
• Location: Hackney Council, London.
