Key Liaison With: SLT, departmental staff, Cabinet and Portfolio Holder and partner organisations.
Job Purpose: Manage the development and delivery of adult social care.
PAYE: £298.81 per day
Key Corporate Accountabilities
1. Advise and support Director’s Board members, Cabinet and portfolio holders in shaping services.
2. Develop effective relationships with residents and ensure that the services provided reflect their needs.
3. Influence and steer the planning of services.
4. Prepare, manage and monitor the service’s budget.
5. Ensure effective leadership, motivation and development of the service’s staff.
6. Regularly review resources, services and partnership arrangements to identify opportunities to improve service delivery.
7. Take a lead role in furthering the Council’s commitment to promote diversity and oppose discrimination in the provision of services and as an employer.
8. Ensure full compliance with all legislative and statutory requirements including Health and Safety at Work, and the local policy framework.
Key Service–Related Accountabilities
1. Provide expert opinion, advice and responses to adult social care issues.
2. Establish and lead the adult social care programme transformation office.
3. Ensure that the service anticipates and addresses the needs of adults who are vulnerable, hard to reach and/or have complex or atypical needs.
4. Help determine the ‘shape’ of service delivery for adult social care, setting priorities and advising on the merits of different options.
5. Develop effective partnerships with the public, private, voluntary and community sectors to deliver successful outcomes.
6. Co‑ordinate initiatives with the council’s Commercial Services and Commissioning department which ensure that high quality, cost effective services are delivered by external providers.
7. Establish a strong working relationship with planners, developers and registered landlords to drive forward the place based aspects of supporting vulnerable people effectively; to ensure the development of future supported and specialist housing in Thurrock fits strategically with the Local Plan and the Supported Housing Market Assessment.
8. Lead on the Adult Social Care new models of care programme in Tilbury and Chadwell overseeing the introduction of a new approach to delivering support for people at home and assessment and care management.
9. Promote and maximise the independence of service users.
10. Ensure that all service provision is properly monitored.
11. Deputise for the Executive Director: Adults and Health as appropriate.
12. Any other duties which could reasonably be expected of a post holder at this level.
Person Specification
1. Educated to degree or equivalent.
2. A recognised, relevant professional qualification eg a degree or diploma in social work or CQSW.
3. At least two years’ relevant experience in a middle management position with a record of measurable success.
4. Demonstrable success at inter‑agency working.
5. An extensive knowledge of adult social care.
6. Experience of identifying and developing opportunities for innovation, improvement and change.
7. Demonstrable success in leading equalities initiatives.
8. Able to work under sustained pressure.
9. A high level of financial awareness and ability to understand the financial implications of strategy and policy.
10. Ability to lead and develop solutions to complex problems and manage others to promote a solution‑focused approach.
11. Excellent written and oral communication skills, with proficiency in ICT.
12. Political awareness.
13. Considerable interpersonal skills including the ability to persuade, negotiate and influence.
14. Enhanced DBS clearance.
