Overview
Full commercial management of a number of housing projects from conception to completion. Provide information necessary for the land purchase exercise, manage the flow of Health and Safety information from the Commercial Department, carry out Commercial duties as defined within CDM, and monitor and report build costs periodically, highlighting any savings and excesses.
Responsibilities
* Calculate all prime costs on developments, reporting any movements since the land purchase exercise.
* Maintain and fully reconcile whole‑site infrastructure budgets against phased developments.
* Provide a detailed cost budget and share it with the Site Manager at the appropriate time.
* Implement value engineering solutions and strategies to optimise profit and efficiency.
* Maintain schedules of quantities (Bill of Quantities site database) and price them individually for the prime cost budget.
* Prepare site budgets for authorisation by the Business Unit Management Team.
* Manage the adoption process of public works.
* Assist in finalising or agreeing Housing Association contracts.
* Manage Housing Association valuations and attend on‑site meetings.
* Manage closed‑contract provisions and orders.
* Assist Customer Services in assessing the best commercial outcome for defect resolution, including cost recovery within contract agreements.
* Ensure the surveying team adheres to consistently applied processes, documents and procedures.
* Price and manage subcontractors for the Customer Options system.
* Provide information for the land purchase exercise.
* Upon identifying land opportunities, familiarise yourself with the geographical area and site issues.
* Prepare estimates of all prime costs, including subcontract and materials.
* Use COINS systems to present a feasibility study of the site, incorporating all development costs.
* Monitor and report costs.
* Complete the apportionment of total prime costs to individual plots and produce a profit analysis for the Director.
* Monitor and explain subcontractor cost movements.
* Procure subcontractors, including payments, variation orders, day works and settlement of final accounts.
* Undertake monthly valuations of production at budgeted cost, split the cost of profit completions and potential future profit to estimate a value for work in progress.
* Report on savings and excesses against budget costs to the Director.
* Forecast final accounts.
* Be aware of all codes of practice that impact estimating, e.g., Building Regulations, NHBC requirements, HSE etc.
* Monitor, reconcile and recharge any costs related to shared cost items with other businesses within the Group or external companies.
* Attend relevant project, concept, pre‑tender, pre‑start, specification and any other meetings as required.
* Input and maintain any computer‑based databases or systems.
* Attend the site regularly to perform commercial functions and support the site teams in running an efficient development.
Qualifications
* Wide experience in the housing industry discipline.
* Strong knowledge of Building Regulations, NHBC and Health & Safety requirements.
* Industry‑related business qualification.
* Strong managerial and negotiation skills with internal and external clients.
* Working knowledge of contract law.
* IT literate, with preferred proficiency in the COINS system.
* Preferably a member of CIOB or RICS.
