We are seeking a motivated and detail-oriented Governance and Compliance Officer to join our Education & Families team.
North Lanarkshire supports around educational establishments, including schools and nurseries. This role is key to ensuring that financial, accounting and governance activities across these establishments are carried out in line with approved policies, procedures and best practice guidance.
You will play a vital role in supporting Head Teachers and school staff to implement and improve governance arrangements and help ensure establishments comply with key policies including the management of establishment funds, devolved school management (DSM), and educational excursions.
What You’ll Be Doing
1. Supporting the development and review of financial and governance policies and procedures
2. Providing advice and guidance to Heads of Establishment on governance, financial and budget matters
3. Preparing and delivering training and guidance materials to staff on key processes
4. Undertaking site visits to schools and nurseries to review compliance with agreed policies
5. Analysing data and preparing reports, briefings and performance information
6. Working closely with colleagues in Finance, Internal Audit and other Council Services.
7. Assisting with business planning, financial modelling and Service projects
8. Supporting responses to Internal Audit recommendations and Service Improvements
To succeed in this role, you will possess strong analytical skills with a keen eye for detail, be self-motivated, enthusiastic with a positive disposition and a passion for improving governance standards. You will also have the confidence to engage with stakeholders and deliver training effectively.
Qualifications & Experience
You should hold an HNC in Accounting or AAT Level 2 Certificate in Accounting (SCQF-Level 6), or equivalent, relevant qualification. The AAT Qualification level 4 Diploma in Professional Accounting (SCQF-Level 8) is desirable but not essential. Extended practical experience within a finance/audit/governance setting is essential, as to is experience of using spreadsheets and databases. Ideally, applicants will have experience of public sector accounting and of financial ledger/accounting systems.
We would like to hear from you if you have knowledge of both online and management information systems and PC based software, who can also demonstrate evidence of analytical skills and have good numeracy, communication, and interpersonal skills. You will be a team player, with the ability to work on your own initiative, and be comfortable managing multiple and competing demands whilst working to tight deadlines. Report writing and presentation skills is also desirable.
You must have the ability to travel within North Lanarkshire Council boundaries and a satisfactory PVG check (children) is also essential.
