Job Description: We have an exciting opportunity for a Recoveries Manager within Defence Infrastructure Organisation (DIO) Regional Delivery (RD) Utilities. The successful candidate will fulfil a critical role managing recovery functions, acting as the primary focal point between DIO and its customers, as well as assisting the Recoveries Lead in project management across the recovery functions. Utility recovery functions include Service Family Accommodation (SFA) recovery (including a Fuel Subsidy Scheme) and Third-Party recovery. We are looking for an individual who can find opportunities to improve processes, supervise progress and track benefits with a continuous improvement lens. This position and associated activities will require excellent stakeholder management and collaboration to manage recoveries and the delivery of projects to full completion. A particular challenge is to ensure that our processes and systems continue to be developed to ensure they remain fit for purpose, move to a paperless/digital way of working, to drive efficiency and value for money for Defence and improve resource management. The job holder will ensure that recoveries are undertaken in a timely manner and that customer queries are actioned promptly, delivering excellent advice and customer service. Monitor, review and respond to both internal and external customer enquiries. Have line management responsibilities: lead, manage and empower the team, providing a positive, collaborative, and proactive working environment. Reporting to the Specialist Projects and Recoveries lead, you will keep them updated on recoveries, project progress, key outputs and any arising issues or risks. Collaboration with stakeholders to seek new/outstanding recoveries across the estate will be essential; travel will be a requirement of the role. With a focus on adding customer value, improving efficiency, supporting other functional areas, working across teams and resolving issues as requested. The role with include, but not be limited to, the following: Manage the timely and full recovery of utility consumption costs on behalf of our Top-Level Budget Holders (TLBs). Manage the recovery process, ensuring the accurate application of unit rates and any applicable costs. Manage reconciliation processes where applicable. Provide inspirational Leadership for a diverse team, ensuring staff are supported through their career development within DIO. Maintain internal data accuracy levels and ensure meter readings are captured across the portfolio. Maintain and develop recovery portfolio records/databases. Collaborate with colleagues across MOD to seek new/outstanding recoveries across the estate; site visits will be required. Ensure robust processes and procedures are in place to guarantee the accuracy/legality of recovery of utility charges. Provide leadership and guidance whilst developing team members. Produce statistical and forecasting reports on a monthly basis. Support future development, implementation, and utilisation of digital solutions, particularly looking for opportunities to facilitate and support better ways of working. Project manage continuous improvement activities across recovery functions. Manage, collaborate and update stakeholders as and when required. Undertake all appropriate line management responsibilities. Provide flexibility and adaptability to work across all business streams and commodity types. Provide Management information to inform Senior Management reporting requirements and decision making. Other business requirements will include: Management of other recovery areas as required. Provide responses for parliamentary questions, ministerial enquiries, and freedom of information requests. Contribute to and lead on other relevant business priorities dependent on need including but not limited to business change and improvement projects. We will require you to attend regular meetings and provide updates on tasks to your senior managers or reporting chain of command.
