As part of the Department of Work and Pensions (DWP) response to tackling fraud within the welfare system, the Department utilises covert surveillance to gather evidence to prove or disprove offences.
This is an opportunity to join as a team leader within our team of highly trained, dedicated Operatives in this challenging but highly rewarding role. This position requires working outside normal office hours, including early starts, late finishes, and some weekend work, alongside maintaining a good level of fitness.
As a CFCD Covert Surveillance Team Leader, you will:
1. Provide leadership to ensure the effective and smooth operation of all surveillance activities, fostering cohesive teamwork, and developing and implementing agreed processes.
2. Regularly deploy on surveillance operations, promoting continuous professional development through regular skills reviews to ensure team members comply with relevant training and practices.
3. Create an environment that encourages team engagement, supporting a culture of coaching and teamwork.
4. Work as part of a team focused on achieving shared goals and priorities, managing resources efficiently to drive cost-effectiveness.
5. Manage your team in executing tasking requests, ensuring surveillance activities are compliant with legal requirements such as the Regulation of Investigatory Powers Act 2000, Police Act 1997, Criminal Procedures and Investigations Act 1996, and follow the recommendations of the Investigatory Powers Commissioner’s Office and departmental policies.
6. Occasionally lead the Surveillance Team as an Officer in Charge (OIC), providing direction based on evolving circumstances to meet operational objectives.
7. Undertake risk assessments related to surveillance operations.
8. Oversee the production of evidential packages that are professional, accurate, and compliant, including witness statements, exhibit evidence, and video/audio evidence, ensuring proper continuity and preparing disclosure schedules in accordance with legislation.
9. Strictly adhere to DWP’s surveillance standards, fraud procedures, instructions manuals, and legal and policy requirements.
10. Complete required training events successfully, which may include residential courses, to support your role.
11. Promote high professional standards at all times.
12. Be prepared to appear as a witness in court when required.
13. Actively participate in surveillance operations, which may require working during unsocial hours, travel, and overnight stays.
