About The Team
The Commercial and Contract Management is a new function within Corporate Services where we are looking to drive efficiencies and best practice across all contracts. Our aim is to deliver a joined up, effective and compliant contract management approach, including a formal pipeline / cycle planning.
With end to end management of the process we will increase contract savings potential with pre-contract qualification, negotiation of renewal and ensuring value for money. This coupled with our oversight of the Police Efficiency and Collaboration Programme and the Productivity ambitions, the team will have strategic visibility of all commercial activity across the City of London Police.
About The Role
The Head of Commercial and Contract Management will lead and maintain oversight of commercial and contract activity across the Force, monitoring and advising on contract and commercial activities to maximise efficiencies and cashable savings. It is critical that governance across all contracts is in line with the Procurement Act 2023 and CoL Procurement Code.
The role requires you to proactively develop and improve commercial activities to ensure income targets as set by the COO/CFO are achieved and support is given on all aspects of the commercial portfolio, working with external partners, agencies and Blue Light Commercial services as appropriate.
To identify and explore new commercial opportunities for the Force and implement income generating initiatives which the Force wishes to deliver.
Responsibilities
* Lead the Commercial and Contract Management (CCM) Team in the delivery and strategic oversight of the City of London Police (CoLP) CCM, including Income generation strategy, focussing on providing training, advice and support to contract managers and officers of CoLP, shaping the organisation-wide business strategy of CoLP, driving commercial excellence and innovative practices through expert counsel on contract administration, service delivery performance management, and supplier relationship management.
* Demonstrated leadership in formulating, reviewing, and authorising commercial, regulatory and contract management policies, aligning with strategic objectives and compliance standards.
* Manage and develop senior level relationships between private sector companies and local authorities in London and England for supplier relationship management.
* Take a strategic lead for stakeholder relationships and maintain clear lines of engagement between CoLP and CoL Commercial/CoL Legal teams driving strategic requirements and to ensure ongoing compliance of CoL Procurement Code, in line with the Procurement Act 2023.
* Achieve savings (cashable and non-cashable) targets for commercial activities across the Force as set by the COO/CFO. Providing accurate savings reporting, in line with the legislative and local requirements.
Requirements
* Extensive experience in a similar role overseeing and developing commercial activities at a senior level within a public sector environment.
* Extensive experience of identifying commercial and business opportunities for continuous change and leading on the delivery of service changes and improvements.
* Demonstrated ability to articulate complex technical, commercial topics succinctly and clearly at board meetings, engaging credibly with senior stakeholders (including the Commissioner, CoLP Directors, and external funders, CoLP senior leadership team(s) (SLT), and CoLP Strategic Finance).
* Proficient in contract law with hands‑on experience in interpreting, overseeing, and enforcing complex, high‑value contractual agreements and frameworks.
* Up to date knowledge of best practice and supplier relationship and contract management practices across public and private sectors, ideally in a police environment, such as analysis tools and techniques, including financial, risk and performance analysis.
