General Description: The Assistant Public Transportation Director assists the Public Transportation Director in managing operations, budgeting, community outreach, media relations, and strategic planning. This managerial role reports directly to the Director and involves policy formulation, project management, and long-term planning.
Essential Job Functions:
1. Assist in managing departmental functions including policy, budget, strategic planning, and project management.
2. Represent the department in the Director’s absence; develop department-wide goals and objectives.
3. Establish and implement county-wide strategic initiatives and management systems.
4. Negotiate partnership opportunities and serve on boards and committees.
5. Conduct operational studies, review performance metrics, and recommend improvements.
6. Analyze statistical data to identify trends and community needs.
7. Participate in hiring, evaluations, and professional development of staff.
8. Lead marketing efforts to attract riders through campaigns and digital media.
9. Oversee planning and project management activities, including public workshops and report writing.
10. Assist in budget preparation and monitor expenditures.
11. Represent the department at meetings, acting as liaison with stakeholders.
Knowledge, Skills, and Abilities:
* Supervisory and team coordination skills.
* Knowledge of public transportation systems and administration principles.
* Research, analytical, and strategic assessment skills.
* Understanding of funding, accounting, and legal regulations.
* Leadership ability in large organizations.
* Negotiation and contract management skills.
* Excellent communication and interpersonal skills.
* Ability to handle sensitive issues with tact and confidentiality.
Physical Skills: Effective verbal, written, and visual communication skills.
Education, Training, and Experience: Bachelor’s Degree in Public Administration, Engineering, Urban/Transportation Planning, or related field, plus five years of relevant experience including supervision and budgeting.
Licenses, Certifications, or Registrations: Valid Florida driver’s license required; certifications such as Florida Sterling Examiner, Baldrige Examiner, or Six Sigma preferred.
