About the role The post-holder will report to the Deputy Principal Quality and Student Experience (DPQSE) and be responsible for the maintenance and monitoring of the compliance and quality assurance systems in line with relevant regulatory bodies and codes associated with all provision types at The Sheffield College. The QCSL will line-manage the Quality Assessment Standards Officer, act as Head of Centre or equivalent for all awarding organisation (AO) partnerships, review and amend associated policies and procedures, lead on the resolution of formal complaints, undertake investigations, reviews and inquiries, maintain exacting records of all quality assurance (QA) activity and be confident in the use of emerging technologies to develop and enhance quality systems, processes and procedures. The QCSL will be able to demonstrate analytical and investigatory experience and will be responsible for the compilation, interpretation and presentation of data sets and complex reports to include investigations and audits. Main Responsibilities: Compliance Providing support to the DPQSE to ensure arrangements for meeting regulatory obligations are in accordance with the conditions issued by AOs, JCQ and EAA Pro-actively identifying, anticipating and managing all issues with potential to cause an adverse effect Investigation of all irregularities especially those threatening the integrity of delivery, assessment and awarding systems for qualifications including cases of malpractice and maladministration. Ensure timely notification and reporting to the DPQSE To support and advise Vice Principals, Assistant Principals, Academy Directors, Heads of School, Sector Directors, Head of Data Services and Exams and Heads of Quality Improvement on all issues relating to QA and compliance. Monitoring Monitor and record the implementation of quality development plans Prepare reports and lines of enquiry to support the Performance Review process Managing internal audits as may be agreed with the Chief Executive and Principal and DPQSE Work with managers in reviewing and updating policies and procedures ensuring regulatory compliance and quality are fully embedded Maintain and analyse quality related issues arising from TSC’s risk management system Maintain and analyse issues arising from formal complaints Ensure the accuracy and consistency of all Information relating to qualifications across all provision types, both regulated and unregulated. Recognition Supporting as appropriate, the collation and maintenance of evidence needed to effectively underpin a successful application for recognised Kitemarks, Hallmarks etc Maintaining up to date evidence sources which demonstrate performance to the Ofqual’s General Conditions of Recognition and any other standards/criteria that may apply from time to time Ensure timely reports to the DPQSE on relevant issues and especially those which need to be communicated to the regulator or other key stakeholders Attend CPD events in relation to QA, regulatory compliance, provided by the regulators, AO’s or any other party, as agreed by the DPQSE. Liaison and Communication Line-manage the Quality Assessment Standards Officer Support the preparation of governance reports for TLQSE (Teaching, Learning, Quality and Student Experience (governance committee)) Provide support and communication to all managers and staff Working with the DPQSE, communicate, liaise and enhance relationships with stakeholders including AOs and regulatory bodies, including Higher Education Institutions (HEI’s) Engage and brief investigation teams when required and ensure accurate, meaningful reports prepared within agreed timescales Prepare and disseminate regular updates on compliance matters, issues for all staff and partners including sub-contracted provision as necessary Undertake other tasks as reasonably requested by the DPQSE.
