Offer description

To assume full responsibility and accountability for the operation, management, and compliance of the Vehicle Testing Station (VTS) in accordance with all standards set by the Driver and Vehicle Standards Agency (DVSA) and relevant UK legislation. The primary objective is to maintain a high level of test quality and scheme integrity, ensuring the business operates legally and ethically at all times.

Key Responsibilities

1. DVSA Compliance and Quality Management

2. Authorised Examiner Designated Manager (AEDM) Duties: Act as the direct point of contact and representative for the Authorised Examiner (AE) for the DVSA, having the authority to speak and act on behalf of the business regarding MOT testing.

3. Legislative Compliance: Keep fully up-to-date with all changes to the MOT Testing Guide, Special Notices, and legal requirements. Implement necessary changes across the VTS to ensure continuous compliance.
4. Quality System: Develop, implement, and maintain an effective quality management system, including documentation of all procedures relating to MOT testing, equipment, and personnel.
5. Auditing and Monitoring: Conduct regular internal quality control (QC) checks on Nominated Testers (NTs), analyse Test Quality Information (TQI) data, and take prompt remedial action for any performance shortfalls.
6. DVSA Readiness: Ensure the VTS is prepared for all DVSA Site Reviews and inspections, and manage the process if any disciplinary action or appeal is required.

7. Personnel Management and Development

8. Staff Oversight: Directly supervise all Nominated Testers (NTs) and other MOT administrative staff.

9. Training and Assessment: Ensure all Testers complete their mandatory annual training and annual assessment on time. Arrange and oversee all training required for new and existing Testers.
10. MOT Testing Service (MTS) Role Management: Manage user access to the MTS, including assigning and removing Tester, Site Manager, and Site Administrator roles as required.
11. Performance Management: Monitor tester performance, promote best practice, and address any non-compliance issues within the DVSA disciplinary framework.

12. VTS Operation and Administration

13. Equipment Maintenance: Ensure all mandatory MOT testing equipment (e.g., brake tester, headlamp aim tester, smoke meter) is properly maintained, calibrated, and operational according to DVSA requirements.

14. Facility Management: Maintain the VTS facility, test bay, and viewing area to a clean, safe, and professional standard that meets all DVSA requirements.
15. MTS Administration: Manage the MOT test slot account, ensuring sufficient slots are purchased and transactions are reconciled.
16. Record Keeping: Oversee the accurate and secure storage of all MOT-related documentation, including test logs, QC checks, and calibration certificates.

17. Customer Service

18. Dispute Resolution: Handle and resolve all customer complaints or disputes related to the MOT test process fairly, professionally, and in line with DVSA procedures.

19. Service Quality: Ensure high standards of customer service are maintained by all testing staff, ensuring clear and non-technical explanations of results are provided.

Qualifications and Experience

Essential

* Current DVSA-approved MOT Tester qualification (for the relevant classes, e.g., Class 4 & 7).
* Must hold the Level 3 Award in MOT Test Centre Management (or equivalent/previous DVSA-approved MOT Managers Course certificate).
* Proven experience in a supervisory or management role within an MOT testing environment.
* Demonstrable, in-depth knowledge of the DVSA MOT Testing Guide and all associated regulations.
* Excellent working knowledge of the MOT Testing Service (MTS) system.

Desirable

* Previous experience as an Authorised Examiner Designated Manager (AEDM) or Site Manager (SM).
* A Level 3 qualification in Vehicle Maintenance and Repair (or equivalent).
* Familiarity with workshop management software systems.

Key Skills

* Leadership and Authority: Ability to exercise direct control over MOT operations and enforce compliance with confidence.
* Attention to Detail: Meticulous approach to quality control, documentation, and legislative requirements.
* Communication: Excellent verbal and written communication skills for dealing with staff, customers, and the DVSA.
* Organisational Skills: Highly organised with the ability to manage multiple administrative and operational tasks effectively.
* Problem-Solving: Strong ability to diagnose and resolve technical, administrative, and compliance issues promptly.
