Job overview

The post holder will be responsible for the operational management and development of services within their designated area, ensuring effective delivery of high-quality, patient-centred care aligned with Trust and national objectives. This includes leading teams, managing performance and service delivery, supporting strategic initiatives and contributing to service improvement and transformation.

The Service Manager will work with minimal supervision, using initiative and judgement to resolve complex issues, lead on pathway redesign and ensure services are delivered efficiently and within budget.

Main duties of the job

To manage the service across all Trust sites, ensuring that procedures are effective and efficient and provide an exceptional patient experience in line with national targets.

To oversee the day-to-day operation of the service to ensure safe, effective and efficient delivery whilst maintaining an honest and open culture that focuses on the development of staff and enables individual and team responsibility.

Be committed to the continuous improvement of performance standards, taking personal responsibility for the quality of service provided and to contribute towards and support service improvements

Promote close working relationships with the relevant stakeholders ensuring effective communication of all concerns/risks.

To ensure teams operate within agreed budget levels and identify and deliver cost improvement initiatives

Detailed job description and main responsibilities

To manage the service across all Trust sites, ensuring that procedures are effective and efficient and provide an exceptional patient experience in line with national targets.

Oversee the day-to-day operation of the service to ensure safe, effective and efficient delivery.

Promote awareness of RTT requirements and adherence to the rules that govern this and be committed to the continuous improvement of processes that support Trust performance.

Escalate to and support the SBM/CBM to ensure appropriate and effective clinical pathways and processes are in place. Deputise for the SBM as required.

Remain up to date with local and national requirements to ensure compliance through effective and proactive future planning for the service.

Support with the management of patient flow during times of site escalation and divisional UEC pressures.

Liaise with key clinical personnel across the organisation to ensure effective management of performance issues and patient experience

Lead in the recruitment, selection, retention and continued development of staff ensuring effective training processes in place and applied.

Ensure all staff are given the opportunity to develop to their full potential through appraisals and clear personal development plans / processes.

Exercise supported judgement and initiative when problems arise, taking the necessary actions and providing direction to resolve the problem.

Promote an honest and open culture that encourages the use of initiative, individual and team responsibility.

Prioritise own and team workload to meet competing and changing priorities.

Undertake continuous review / development of workstreams, responding in line with changing requirements.

Work as an effective and responsible manager, presenting a positive image of self, team and organisation.

Undertake continuous professional development, seeking opportunities to enhance skills.

Ensure adherence to all local and Trust wide procedural and policy documentation.
Maintain confidentiality and ensure team understand the significance of this and adhere to legislation and Trust policy at all times

Proactively manage risk and maintain safety, conforming to health, safety and security legislation, policies, procedures and guidelines

Responsible for Health & Safety in areas managed, promoting a safe environment for staff and visitors.

Maintain safe systems of work, standard operating procedures and risk assessments for area of responsibility

Ensure adverse occurrences are recorded and reported via the Trust incident reporting system in a timely manner

To ensure team and department operates within agreed budget levels, identify budget pressures and ensure balanced budget.
Undertake Demand & Capacity management to ensure that all available resources are being used cost-effectively.
Develop and deliver cost improvement initiatives to support the service in achieving its annual financial target and improved efficiency

Person specification

Qualifications & Education

Essential criteria

1. Educated to degree level OR equivalent experience
2. Leadership/Management qualification OR equivalent experience

Desirable criteria

3. Post Graduate Management qualification
4. Educated to Masters degree level
5. ILM5 or above

Knowledge & Experience

Essential criteria

6. Substantial management experience within an NHS role
7. Substantial experience of working towards NHS Operational Standards
8. Substantial previous experience of effective budget management in a budget holder position
9. Significant experience in planning, co-ordinating and implementing Trust and team aims and objectives successfully
10. Highly skilled business leader and administrative organiser
11. Experience in using, analysing and validating data
12. Experienced in leading implementation of change and managing development of departmental systems to meet specified targets and deadlines
13. Experience of effectively managing teams with changing priorities and challenging deadlines

Desirable criteria

14. Experience of a variety of Trust computerised systems, such as Harris Flex, ALMA, Evolve, Bluespiers, Microsoft Office & VISIO
