The team…
Our Cyber Security Team sits within IT Services, part of the Resources and Digital group. We are responsible for safeguarding the Council's digital assets, ensuring robust protection against evolving cyber threats, and supporting the Council's digital transformation goals. The team leads on the design, implementation, and continuous improvement of cyber security solutions across the organisation.
About the role….
As the Cyber Security Team Technical Lead, you will work closely with the Cyber Security Manager to design, implement, and oversee the Council's cyber security infrastructure. You'll lead on planning, drive continuous improvement, and act as the technical authority for cyber security across the Council. Your responsibilities will include:
* Leading the architectural design and strategic planning of cyber security solutions.
* Driving continuous improvement and enhancing the Council's cyber resilience.
* Developing long-term cyber security strategies aligned with national standards and emerging threats.
* Leading technical reviews and knowledge-sharing sessions within the team.
* Acting as the technical authority and providing expert guidance on complex security challenges.
* Producing and maintaining accurate documentation of cyber security solutions and processes.
* Conducting threat research and incident response.
* Supporting secure project delivery and responding to support calls as required.
Essential criteria:
* Deep understanding of secure system design, network architecture, and layered security models.
* Proficiency in a wide range of cyber security tools and platforms (firewalls, SIEM, endpoint protection, IDS/IPS, etc.).
* Experience securing cloud and hybrid environments, including IAM and secure configuration.
* Familiarity with relevant legislation and standards (ISO 27001, NCSC guidance, GDPR, Cyber Essentials, NIST).
* Proven experience designing, implementing, and managing enterprise-level cyber security solutions.
* Significant hands-on experience as a senior technical resource within a cyber security or infrastructure team.
* Experience mentoring or supporting junior team members.
* Relevant degree and/or equivalent experience (minimum 3 years in cyber security).
* Qualification in Information Security Management (e.g., CISM or CISMP).
* Excellent communication, teamwork, and problem-solving skills.
