About the Role
We are looking for a skilled Highway Development Engineer to join the Essex Highways Integrated Services team, working in partnership with Essex County Council.
This role is central to ensuring that the design and construction of developer-funded highway infrastructure, both new highways and improvements to existing roads, meet the standards required for adoption as public highways, maintainable at public expense.
You will manage the implementation of highway works associated with approved planning consents, ensuring compliance with planning obligations and County Council policies. You will liaise with internal and external stakeholders, strategic partners, and other providers to deliver high-quality highway solutions.
Key Responsibilities
* Assist the Highway Authority and Local Planning Authority in agreeing highway layouts or improvements required to facilitate new developments.
* Agree detailed designs for highway works, ensuring compliance with planning consent conditions, national guidance, legislation, and regulations.
* Represent the Highway Authority's interests for a large portfolio of works designed and constructed by third parties.
* Respond to site and design queries relating to adoptable highway works.
* Liaise with internal and external stakeholders to coordinate highway projects.
* Ensure statutory processes are followed and legal agreements are in place to allow adoption of developer-funded infrastructure.
About You
* Degree, HNC, or equivalent qualification in a relevant discipline, or significant practical experience in highways.
* Experience applying national guidance, legislation, and regulations associated with highway design and construction.
* Proven experience managing a portfolio of highway works through design or construction.
* Strong knowledge of highway design and/or construction solutions.
* Understanding of Health & Safety legislation and environmental legislation related to highway works.
* Knowledge of statutory processes associated with highway projects.
* Proficiency in Microsoft Office applications, including Word and Excel.
