Strategic Design and Transition Programme - Strategy Policy Specialist - 32182

We are looking for an experienced Strategy and Policy Specialist to join the central Strategic Design and Transition Programme. You will help interpret the Independent Water Commission’s report for the future shape and design of the EA, including options for the EA’s future structure and ensuring we continue to protect and enhance the environment while supporting sustainable growth.

You will:

* Provide high-quality, balanced, evidence-based advice to support future thinking in light of the IWC report recommendations, in particular the recommendation to create one single water regulator.
* Engage with colleagues across Government, within the EA and with other regulators to ensure alignment as we develop our thinking.
* Embrace constructive challenge and diverse thinking while maintaining pace in a fast-moving environment.
* Take a flexible approach and assist other projects and workstreams within the programme as needed.
* Be an active member of the Programme team, helping create conditions for a high-performing, agile team that can thrive under high demand and ambiguity.

Team

You will be an essential part of a small, motivated team working directly with the Strategic Design and Transition Programme Director and Deputy Directors. The team is still forming, and you can expect a friendly, engaging, and rewarding environment with supported personal development.

Experience/skills Required

* Experience of working with central government to develop policy, including collaboration with economists and scientists.
* Ability to think and act strategically.
* Excellent communication and engagement skills, including translating complex or ambiguous issues into simple, targeted advice, often at short notice.
* Experience of working across boundaries and influencing at all levels.

You’ll have an EA Office base location; as a national role, the working location is flexible. Some travel will be required, and this may occasionally include an overnight stay. Length of contract
Up to 12 months.

* Influences and Persuades Others – Describe a time when you engaged and galvanised stakeholders around a common goal, including approaches used.
* Leading and communicating – Describe a time when you led others to deliver in a situation with ambiguity and uncertainty.
* Technical Skills – Based on your understanding of the water sector and environmental regulation, describe the key challenges and opportunities in implementing the IWC recommendation for a single integrated water regulator.
