We are partnering with a forward-thinking housing organisation, committed to delivering high-quality homes that meet the needs of local communities. The organisation manages both public and private development programmes, including housing for rent, market sale, shared ownership, and specialist accommodation. This role offers the chance to lead a transformative housing programme, delivering over 500 new homes across the county over the next five years.
The Role
The Head of Development will play a pivotal role in delivering large-scale housing and regeneration projects. You will oversee both council-led and private sector initiatives, unlocking council-owned sites, securing land deals, and leading innovative housing solutions. You will work closely with public and private sector partners to ensure projects are financially viable and delivered to high standards.
Key Responsibilities
* Lead and manage the Development and Regeneration Department, including a direct team of 3 and an indirect team of 6.
* Develop and deliver annual strategies and business plans in partnership with senior leadership.
* Manage budgets of £10m–£50m per annum and revenue of £15m–£50m per annum, with oversight of Government, statutory agency, and partnership-funded projects (~£5m).
* Drive regeneration initiatives, land acquisition, S106 agreements, and cross-tenure development.
* Deliver property development projects from concept to completion, including due diligence, stakeholder engagement, procurement, and risk management.
* Prepare development appraisals, cashflows, business cases, and funding proposals for Boards and senior stakeholders.
* Ensure compliance with health and safety, governance, statutory requirements, and organisational policies.
Essential Skills & Experience
* Proven leadership and line management experience in property development or regeneration.
* Financial acumen managing multi-million-pound budgets and development programmes.
* Extensive experience in development, construction, cost management, and strategic procurement.
* Successful track record delivering cross-tenure housing projects, including market sale, shared ownership, and specialist accommodation.
* Experience with development appraisals, valuations, funding, and stakeholder presentations.
* Ability to develop commercial opportunities and partnerships across public and private sectors.
