Interim Head of Revenues and Benefits

Pay: £411.02 per day PAYE or £550.00 per day limited paid via umbrella company inside IR35
Office attendance (across CBC) is expected, typically once per week.
Our client is looking for an experienced Interim Head of Revenues and Benefits.
Responsibilities
- Manage the annual end-to-end review of a Local Council Tax Support/Reduction scheme.
- Develop and manage staff through significant change.
- Deal with elected Councillors, MPs & the Ombudsman.
- Lead service transformation focused on the collection fund and policy development.
- Act as the Council's lead expert on Revenues & Benefits legislation, advising senior leadership.
- Drive performance, compliance and financial stability across the large and complex service.
- Oversee statutory revenues and benefits functions, including Council Tax, Business Rates, Housing Benefits, Local Council Tax Support and the Corporate Fraud Team.
Qualifications
- Significant experience in a Head of Revenues and Benefits role (Head of Service).
- Experience managing the annual end-to-end review of a Local Council Tax Support/Reduction scheme.
- Experience developing and managing staff through significant change.
- Experience dealing with elected Councillors, MPs & the Ombudsman.
- In-depth working knowledge and experience of relevant legislation.
- Knowledge of the Civica system.
- Proven track record at senior level within a Revenues & Benefits Service.
- Real understanding of applying digital tools within services.
- Strong communication, negotiation and team skills; outcome-focused, tenacious, and thinking broadly.
