Job overview

The Welsh Ambulance Services NHS University Trust is looking to recruit a highly motivated and experienced Senior Manager to join the Resourcing team as Locality Manager, Resourcing. This senior role is responsible for the efficient and effective management of resourcing functions within the Operations Directorate, ensuring the delivery of high-quality services to staff and supporting excellent patient care.

The Locality Manager will support and deputise for the Service Manager, providing strong and visible leadership across the Resourcing Team. The role requires close collaboration with colleagues across the organisation and plays a key part in delivering performance targets, achieving financial balance, and driving service improvement.

The successful candidate will bring demonstrable experience in rostering systems, demand and capacity planning, and strategic oversight to support innovation in rostering approaches that enhance staff wellbeing and improve patient care.


Main duties of the job

The Locality Manager, Resourcing will support, manage and lead resourcing services across the Operations Directorate, to ensure effective operational planning and the delivery of safe, efficient and skill appropriate resourcing levels.

The post holder will provide visible and strong leadership and direct line management to the resourcing team, deputise for the Service Manager as required, and support achievement of department and Trust performance, financial and savings targets. Responsibilities also include maintaining effective communication with internal and external stakeholders, chairing formal meetings, monitoring service planning and department performance.

The post holder will be required to represent the department as Resourcing knowledge expert in key Trust groups, including Business Continuity, Quality Management, Demand and Capacity Reviews. The post holder will also lead and contribute to the development, implementation and review of policies, procedures and improvement initiatives.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Essential criteria

* Masters level qualification in a relevant subject or equivalent experience working at a senior level in a service delivery environment.
* Evidence of continued professional development.


Desirable criteria

* Experience of managing a rostering function in an ambulance, healthcare or emergency service environment
* Knowledge or NHS Terms & Conditions

Essential criteria

Experience


Essential criteria

* Previous experience working in health or public services.
* Demonstrable achievement in managing service delivery
* Experience of developing and maintaining effective partnership working and engaging with stakeholders in the redesign of services
* Experience of managing capacity and demand activity/workforce planning
* Experience of successfully managing change, translating strategy to operational plans and tactics
