Job summary About the Defence Infrastructure Organisation The Defence Infrastructure Organisation (DIO) is the estate expert for Defence,part of the National Armaments Director Group (NADG), supporting the armed forces to enable military capability by planning, building,maintaining, and servicing infrastructure. Our responsibilities include: Plan and deliver major capital projects and lifecycle refurbishment Provide utilities services Manage soft facilities management (i.e. cleaning and catering) Provide a safe place to train Allocate Service Families Accommodation Procure and manage routine maintenance and reactive repair Provide a central register of asset information toadviseinfrastructure planning Act as steward of the Defence estate Provide the unarmed guarding service We employ approximately 4,900 staff froma very diverserange of professions including head office functions and specialisms such as surveyors, town planners, airfield pavement experts,forestersand construction engineers. We work across the world,including:Germany, Cyprus and the Falkland Islands, Norway, Poland, Kenya, Belize, Nepal and Oman. Nuclear Infrastructure Directorate HMNB Clyde As the MODs infrastructure expert DIO has a significant role to provide defence-wide, advice, guidance and delivery of strategic estates management, strategic asset management, disposals,acquisitions and major programme and project delivery as well as the management and leadership of the supply chain. The ContinuousAtSea Deterrent (CASD) is strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment. DIO Nuclear Infrastructure Directorate (NID) provides a mission aligned infrastructure service to CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorateis responsible forthe delivery of the existing demand, the development of the next demand and the planning of future demands alongside our Royal Navy, Submarine DeliveryAgencyand Defence Nuclear Organisation sponsors. The scope of the infrastructure delivery across HMNB Clyde comprises of multiple major programmes with a current annual spend of C350M expected to increase in the region of 600M-750M in the coming years. Programmes include: Programme Euston (additionalsubmarine out of water engineering capability), delivery of marine infrastructure, shoreside services and site utilities. Programme Integrated Weapons Complex(IWC) delivery of facilitiesto maintainamuntioningof submarines. Clyde Infrastructure Programme (CIP) critical nuclear infrastructure asset replacements, accommodation and training facilities. Futureberthing capability Marine berthing and docking. Site-wide utilities programme power distribution network, wastewater and effluent. Job description This position is advertised at37hours per week. About this role The Head of Technical within the DIO Nuclear Infrastructure Directorate (NID) plays a critical role in ensuring that the NID maintains a strong technical reputation, delivers engineering excellence, and remains compliant with industry and defence regulations and health and safety standards. They are responsible for providing technical leadership and direction across the portfolio of programmes within the NID, ensuring that engineering, quality, health and safety and environmental arrangements are in place to meet statutory and regulatory requirements, and align with the needs of our customers across defence sites. The Head of Technical Services is responsible for providing Subject Matter Expertise to the NID leadership team on matters relating to Nuclear governance, including how the outputs from the NID can impact on the customer sites Licensee/Authorisee organisations, their compliance with regulatory requirements, and the external assurance arrangements needed to ensure that the NID maintains a strong customer reputation for its technical service provision throughout its delivery. Leadership Provide technical leadership across the NID, developing and driving a strong safety and quality culture Leadership of the technical functions through matrix arrangements, ensuring coherence and alignment across all delivery teams for technical standards, quality and safety. Line management of blended (civil servant and contractor) technical team including, safety, engineering and quality Develop team members within the NID Technical Services and assist line managers in delivering departmental goals Manage and coordinate internal and external resources within the NID Technical Services to support the delivery plan for the NID Portfolio Build credible team of technical expertise across the NID to meet current and future demand Proactively monitor the performance of the NIDs technical services across all programmes, responding to internal audit findings and initiating appropriate action. Embed a continuous improvement culture, maximise learning from experience to drive improvement activities. Technical Service Delivery - Governance, Assurance and Compliance Provide advice and support to programmes to achieve technical and safety excellence. Defining overall technical governance strategy, which is proportionate and aligned to the environment (nuclear vs non-nuclear) Developing technical capabilities within the NID to meet current and future customer requirements Defining internal proportionate assurance arrangements to ensure the NID supports customer site compliance with all statutory and regulatory requirements Define and maintain the NID Integrated Management System, with input from Subject Matter Experts, ensuring compliance with all regulatory and statutory requirements relating to Health and Safety and Environment Promote strong working relationships both within the team and with other teams across DIO, MPP and MoD Provide subject matter expertise on technical requirements to the NID programmes and Senior Leadership Team Provide appropriate reports to the NID Senior Leadership Team, highlighting key technical risks and opportunities to support the NIDs strategic aims Oversight of lessons learned capture, analysis and action plans to ensure continuous improvement Customer and Stakeholder Engagement Build strong relationships with key stakeholders including Design Authority, Safety Case and Dep Head Infra, contributing to and influencing ways of working, processes and decision making. Provide technical expertise during customer engagements, ensuring that their requirements are understood and captured. Development of technical assurance arrangements between the NID and customer organisations Cross supply chain engagement to ensure shared understanding of technical and safety performance expectations. On behalf of the NID lead engagements with regards to policy and regulations including with site authorisee, base safety, ONR and others as required. Wider DIO Business and improvements Take responsibility for wider business initiatives, strategic management and effective implementation across area of responsibility Share best practice amongst peers and undertake lessons learned exercises to ensure effective and efficient development of the estate Support wider Government initiatives as directed by the Director or 2* Director MPP Responsible for delivery of communications and engagement activities for technical service teams in line with DIO Corporate Communications strategic messaging and wider MoD communications policy and guidance Undertake/ support activity in relation to strategic asset management including liaising on proposed activities and advising of possible opportunities Prepare briefs and papers as required and input to draft policy papers Undertake/support activity in relation to continuous improvement Person specification Essential Experience Demonstrable history of Technical Leadership within the Defence Nuclear Enterprise, civil nuclear sector, or other highly regulated industry Experience of operating at senior management level, directly engaging with the senior military customer, leading multi-disciplinary and multi-organisational teams to support operational delivery Risk, issues and opportunity management; Strategic understanding of schedule changes, conflicts and risks to the portfolio performance, cost and time envelope as well as operational deliverability. Stakeholder and communication management. Educated to degree level in a relevant discipline (e.g. Engineering/Science) Chartered status with a relevant professional body (Engineering/Nuclear/Quality) or eligibility for chartered status, to apply once in post. For Civil Servants: Nuclear Introductory Course and Nuclear Site Safety Justification Course Desirable Experience Significant experience of working within NEC4 Knowledge and understanding of the government financial approvals process for large projects. Significant knowledge and experience of working within multi-million-pound programmes, ideally within infrastructure.
