The Opportunity
ECC is responsible for ensuring that children and young people at risk of missing out on education are supported in accessing suitable, high-quality education provision.
This role is responsible for ensuring that children and young people out of education or at risk of missing out on education have access to suitable, high-quality education provision. This provision must offer bespoke solutions to mitigate the risks associated with time spent out of education and ensure placements are managed effectively. The focus is on securing placements for children unable to attend school across various providers and sectors.
Educated to degree level and experienced in working with schools, this role will need to exert influence on potential outcomes, working collaboratively with schools across Essex to reduce the number of permanent exclusions.
Accountabilities
1. Work with complementary education development officers and others to promote the use of alternative provision within schools as an alternative to exclusion.
2. Develop bespoke packages of provision to meet individual needs, especially for those not accessing a full timetable.
3. Support schools in addressing the needs of children facing various situations, including those who are permanently excluded or medically unable to attend school.
4. Collaborate with schools to develop robust processes for early identification and intervention to address needs before crises occur.
5. Ensure appropriate education is provided for children and young people unable to attend school due to exclusion or illness, meeting statutory requirements.
6. Manage and develop effective relationships with pupil referral units to deliver agreed alternative provisions in conjunction with schools and academies.
7. Contribute to ECC's action plan aimed at reducing permanent exclusions and reintegrating pupils into mainstream education.
8. Assist with referrals to independent alternative providers and schools to support children with SEND, ensuring swift implementation of education programs.
9. Support the development of Essex's alternative provision market to meet ECC needs and enable early intervention access for schools.
10. Contribute to the development of new school-based provisions for children with Social, Emotional, and Mental Health Needs.
11. Work collaboratively with professional bodies to support high-quality alternatives to exclusion and disengagement.
12. Participate in school-based partnerships to meet pupils' needs, ensuring effective anti-bullying measures are in place.
13. Follow service policies related to child protection and safeguarding in education.
14. Achieve specific targets and objectives as outlined annually within the performance management framework.

* Degree level education or equivalent experience
* Continuous professional development and expert knowledge in relevant areas
* Experience contributing to school improvement and outcomes related to behavior and attendance
* Knowledge of education regulations concerning exclusions and alternative education
* Experience supporting schools to reduce permanent exclusions
* Strong communication skills, negotiation abilities, and experience working with school leaders
* Understanding of current education provision and ECC operations
Note: The role requires mobility across the operational area. Candidates must have a driving license and access to a vehicle or alternative means to meet mobility requirements.
