About Us
HMCTS is an agency of the Ministry of Justice and is responsible for the administration of criminal, civil and family Courts and Tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice.
The First-tier Tribunal (Property Chamber) Deals With Applications, Appeals And References Relating To Disputes Over Property And Land. The Chamber Consists Of Three Divisions:
* Residential Property – covers disputes that include rent increases for ‘fair’ or ‘market’ rates, leasehold disputes amongst many other matters.
* Land Registration – covers disputes that include a change to the land register and applications to correct or cancel certain documents relating to registered land.
* Agricultural Land & Drainage – covers disputes that include certain farming tenancies and applications in respect of certain drainage disputes between neighbours.
Over 100 Property Chamber staff operate from 5 regional offices around the country – Birmingham, Cambridge, Havant, London and Manchester. All 5 deal with Residential Property cases whilst London also handles Land Registration, and Manchester looks after Agricultural Land and Drainage.
Now is an exciting time to join the Chamber as we’ve recently joined the National Services directorate; with all 5 regional offices now under a single management structure alongside other similar specialist tribunals, providing opportunities to develop and implement change and improvement in processes and service. Additionally, we are preparing for expected increases in work following implementation of the Leasehold and Freehold Reform Act 2024 and the Renters’ Rights Bill currently in preparation for Royal Assent.
Your role
You will be responsible for the smooth running of the Chamber, leading your team, supporting your Operations Manager to meet operational needs, deliver performance objectives and provide a consistent and customer-focused service. In addition, you will have responsibility for ensuring the effective implementation of change and continuous improvement across all Property Chamber sites.
As a Delivery Manager, you will hold responsibility for the operations team based at the Eastern regional office in Cambridge. Here you will directly line manage 1 Team Leader (EO grade), who in turn manages 12 Case Officers (AO grade). You will be based at either the Cambridge or London regional office – If based in London you will be expected to travel to Cambridge on a regular basis.
You will also be responsible to lead and co-ordinate change initiatives across the Chamber, working with colleagues and stakeholders, to ensure that changes are effectively delivered, embedded and evaluated by creating and implementing change management strategies.
You will maintain positive and effective working relationships with the judiciary, supporting agencies, and user groups, and strive for continuous improvement to improve operational efficiency. You’ll need to be familiar with work environments that are process and compliance driven and able to constructively manage complaints and complete corrective actions within set timescales. You’ll understand the importance of Health and Safety, IT/Workstation compliance and identifying and escalating any Court facilities issues.

You’ll be able to give direction and close support to Team Leaders to develop their team plans to form part of the overall business plan for the region. You’ll make sure that targets are met and the team is resourced and trained effectively to meet your allocated budget, identifying and implementing solutions to local problems.
