Programme Controls Manager
Location: Warminster, Wiltshire. Hybrid role with regular onsite work at Warminster or other Raytheon UK offices.
The role
This role is part of a high-impact, collaborative environment, supporting the OMNIA Training Team and ultimately the British Army. You will lead the Programme Controls and Business Intelligence team, managing project controls, scheduling, and business intelligence for the Raytheon UK Enterprise Performance Group (EPG) on the Omnia Training Programme. You will build and manage a team of project controllers and planners responsible for Earned Value & TCIF Management on a complex training innovation programme, ensuring on‑time delivery and providing robust decision‑support.
Main duties
* Set objectives and guide your project controls team on the approach to achieve results, implementing policies and procedures.
* Line‑manage project controls staff, providing guidance, professional development, goal setting, and onboarding.
* Lead the creation, maintenance and reporting of detailed, resource‑loaded schedules with quantified back‑up data.
* Produce weekly and monthly programme and business reports in collaboration with Finance, PMs and CAMs.
* Develop and maintain a high‑quality master schedule for each contract element, monitoring progress and rescheduling as required.
* Ensure data and resources are available to complete allocated work on time.
* Define and deliver TCIF reporting in conjunction with finance.
* Represent Project Controls at EAC reviews, supporting SOX reporting with baseline, progress and ETC data.
* Recruit skilled scheduling and controls resources to maintain adequate capacity.
* Act as primary interface for Programme Controls strategy, building relationships with stakeholders in OMNIA Training and the RUK EPG.
* Perform schedule reviews to support ERA and Gate C processes.
* Work with Omnia business leaders on future resourcing needs, prioritising workload.
* Lead functional initiatives within the EPG Programme Controls Leadership Team, supporting career development and new assignments.
* Undertake ad‑hoc duties and delegate as required for the Head of EPG.
Required skills
* Expert knowledge of MS Project and Microsoft Office (Excel, Word, PowerPoint, Power BI).
* Experience as a subject matter expert in a Project Controls environment, with planning and scheduling excellence.
* Self‑motivated, process‑oriented and resilient under pressure.
* Proactive team builder, able to motivate diverse teams and stakeholders.
* Advanced knowledge of Earned Value Management (EVM).
* Strong written and verbal communication across all levels.
* Ability to support Programme Managers and apply Raytheon standard practices.
* Commercial and business awareness in complex project environments.
* Commitment to continuing professional development.
* Holder of a current SC security clearance (Sponsorship available).
Desired skills
* Experience with complex programmes in partnership arrangements.
* Relevant degree or equivalent experience.
* Knowledge of Risk & Opportunity Management Processes.
* Experience within the defence industry.
* Relevant Project Controls professional qualifications.
