The pay range for this role will be £38,220 to £46,142 (pro rata for part time colleagues).

What is the role like?
This role supports the successful delivery of the Highways Improvement Team (HIT) programme by combining strategic stakeholder engagement with robust project management. The postholder will lead the development and implementation of the HIT Engagement and Correspondence Plan, ensuring clear, accessible communication that upholds the Council’s reputation and fosters public confidence.
Alongside engagement responsibilities, the role will act as a project manager across multiple highway improvement schemes, coordinating programme updates, monitoring progress against stage gates, and maintaining quality and budget control. Working closely with project leads and the wider Programme Management Team, the postholder will ensure that schemes are delivered efficiently, transparently, and in line with organisational standards.
What will you be doing?
* Develop and implement an effective engagement strategy to ensure stakeholders are informed and involved throughout project delivery.
* Coordinate consultation and communication activities across programmes, ensuring clarity and accessibility of technical information, updating webpages and assisting the Communications Team with social media queries.
* Build and maintain strong stakeholder relationships by managing the team’s mailbox, briefings, and responding to queries in a timely and professional manner.
* Ensure compliance with statutory and organisational requirements for correspondence, complaints, FOI requests, and record‑keeping.
* Support transparent and proactive public communication through updates to digital platforms and collaboration with the Communications Team.
* Programme management of highway improvement schemes by monitoring programme progress, updating schedules after liaison with project leads, and ensuring adherence to stage gates.
* Maintain quality and budget control across multiple programmes, ensuring projects meet agreed standards and financial targets.

What do you need?
* Degree or equivalent in a relevant discipline (e.g., Project Management, Engineering, or Transport).
* Working towards Incorporated Engineer (ICE/IHE/CIHT), project management qualification (APM) or equivalent status.
* Experience of project management of highway schemes, coordination and programme across specialist teams.
* Experience and knowledge of how highway schemes are delivered, including advanced knowledge of statutory consultation requirements, permitting processes and their impact on transport networks.
* Knowledge of project management techniques and processes, including cost and quality control.
* Advanced knowledge and experience of using databases, spreadsheets, GIS, Excel, Word.
* Advanced knowledge and understanding of health and safety legislation and its application to the delivery of highways schemes.
* Ability to work from our central offices and project site offices a minimum 2 days a week.
* Ability to supervise and direct work of others such as contractors and consultants.
* Ability to translate technical information into clear, accessible language.
* Experience in stakeholder engagement and consultation processes.
* Ability to manage correspondence and complaints effectively.
* A proactive, problem‑solving approach and strong communication skills.
