Description Head of Resilience | 8944 | Permanent Contract | 37 hours per week | £56,912 to £62,618 per annum (Scale M) | Scottow Enterprise Park, Norfolk Are you passionate about increasing the resilience of the individuals who live and work in Norfolk? Norfolk County Council (NCC) is seeking a dedicated Head of Resilience to ensure leadership and management of the NCC resilience and Norfolk wide Norfolk Resilience Forum (NRF) teams to ensure that they have a joined up, strategic and planned approach to resilience and business continuity across the County. About the Role As the Head of Resilience, you will play a crucial role in ensuring Norfolk is prepared and ready to respond and recover from emergencies. This is a senior role responsible for the delivery of advice at strategic and tactical levels, on business continuity and emergency planning strategy and management issues. As lead officer for NCC this role is responsible for the engagement, influencing and negotiation with multi-agency partners including strategic management support to the NRF senior executive group and the Chair to inform their decision making and planning, as well as playing a key advisor role to the Chief Executive, Leader and Portfolio holder of County Council in relation to resilience, emergency planning and business continuity planning and responses. Your responsibilities will include: Governance: Ensuring that NCC is meeting its statutory duties including under the Civil Contingencies Act 2004. Emergency Planning & Coordination: Ensuring appropriate and robust practices and procedures are in place including preparing, planning, responding and recovery to or from any incidents or emergencies within Norfolk. Stakeholder Engagement: Advising and supporting NCC and NRF partners at strategic and tactical levels across emergency response topics. Strategic Leadership: Managing and supporting the NCC resilience and business continuity function, providing guidance on legislation, regulations, and emergency planning requirements. Financial Oversight: Acting as the Responsible Budget Officer (RBO) for the NCC and NRF budget. Training & Development: Leading the coordination of exercises and training for NCC staff and feeding into multi-agency NRF partnerships to enhance emergency response capabilities. Direct staff Management: Overseeing the direct line management of the NRF Manager, Emergency Planning Manager and the Business Continuity Manager within the resilience team. About You To succeed in this role, you will need: in depth experience in emergency planning, resilience, or crisis management within a multi-agency environment. Strong strategic and tactical leadership and management skills, with the ability to manage and coordinate complex emergency response arrangements. Excellent communication and stakeholder engagement abilities, working effectively with local authorities, government departments, and voluntary organisations. The ability to influence individuals and organisations with a wide-span of control A strategic mindset with budget management experience and the ability to identify funding opportunities.
