Overview
Estates Manager (Mechanical) within the London Estates Maintenance Department at West London NHS Trust. The post holder will carry out Mechanical Services maintenance (Hard FM) and manage the London Estates Maintenance in-house staff and external contractors, ensuring training needs are analysed, planned and implemented in line with Trust and Departmental Policies and Procedures. Act as responsible person and/or authorised person for services including Water safety, Heating, Ventilation and Medical Gas systems. Work closely with the Building & Staffing and Electrical Estates Managers, Systems and Compliance Manager and report to the Head of Estates. This role is suitable for a highly experienced, motivated and professional individual with a proven track record in managing multi-trade staff and contractors and strong interpersonal and team-working skills.
Responsibilities
* Mobilise and operationally manage designated externally provided Estate Maintenance Service (EMS) contracted services to all WLT London sites.
* Manage day-to-day estates maintenance services provided to all London sites.
* Act as the Authorised Person for Ventilation, Water safety, Medical Gas and undertake statutory compliance and improvement works across London sites as required.
* Plan and implement continual improvement in standards of Hard FM services.
* Ensure the Trust's interests are protected legally and in accordance with NHS directives and HTMs in relation to estates maintenance and services.
* Ensure compliance with Health & Safety requirements.
* Exercise judgement across day-to-day estate issues, including legislation, NHS directives, HTMs & HBNs, H&S and conflicting demands; analyse data and communicate information accurately.
* Routinely report, audit and improve performance of estate reactive and planned maintenance; form reports and reviews to continually improve service standards.
* Participate as a designated On Call Officer for out-of-hours emergency on-call service when required.
* Manage allocated financial budgets as designated.
Qualifications
* Essential: Degree level in Mechanical Engineering or Building Services or equivalent; HNC/HND in a relevant field; IOSH or equivalent H&S qualification.
* Desirable: Professional qualification; professional body membership or registration.
Experience
* Essential: Significant experience of monitoring and managing contracted maintenance staff and services; management of H&S/Risk; experience across Mechanical Engineering and Water Safety systems; proven experience managing financial budgets; Authorised Person for water safety, ventilation systems, pressure systems and Medical Gas.
* Desirable: Project Management; NHS experience; Contract Management.
Knowledge
* Sound knowledge of estate maintenance services and at least one specialised area.
* Sound knowledge of estate maintenance statutory, legislative and guidance requirements.
* Management of risk and knowledge of maintenance services related compliance, including Asbestos.
* Knowledge and understanding of NHS HTMs & HBNs.
Skills
* Problem-solving and the ability to handle a range of complex issues; remain focused under pressure.
* Computer literate and proficient in MS Office; clear and effective verbal and written communication.
* Good communicator with the ability to lead and manage a multi-disciplinary team.
* Ability to deliver effective solutions, meet strict deadlines and work with minimal supervision; able to act independently.
* Current and full driving licence.
