Disposal and acquisition of assets are key to meeting our capital receipts targets and ensuring the ongoing delivery of a sustainable and efficient property portfolio.We are now seeking an experienced andmercially minded Principal Disposal & Acquisition Surveyor to play a central role in shaping, managing and delivering property transactions across the Council’s extensive estate.About the RoleAs our Principal Disposal & Acquisition Surveyor, you will manage a varied caseload covering disposals, acquisitions and strategic development opportunities across the Council’s operational estate, rural holdings, development land andmercial assets.You will develop and deliver strategies that maximise value, ensure robusternance and support evidence‑based decision-making. Acting as a lead negotiator on behalf of the Council, you’ll work closely with partners, developers, legal advisors and internal stakeholders to secure the best oues under s123 Localernment Act 1972.This is a key professional role where your expertise will directly influence the Council’s capital programme, long‑term asset strategy and wider organisational objectives.Key ResponsibilitiesYou will:
1. Develop strategies for disposal, acquisition and investment aligned to corporate priorities.
2. Identify under‑performing or surplus assets and lead value‑add or disposal initiatives.
3. Undertake detailed financial andmercial appraisals, includingplex structures such as overage, JV and forward funding.
4. Manage property‑related capital and revenue programming to support decision-making.
5. Lead negotiations with developers, agents, stakeholders and landowners.
6. Provide strategic planning and development advice across a wide range of asset types.
7. Ensure robusternance for all property transactions.
8. Prepare high‑quality reports for senior stakeholders, members, CPSG and external bodies.
9. Contribute to the annual
Report, Corporate Asset Management Plan and related strategies.
10. Maintain accurate property data using AMS, CAD, GIS and analytical tools.
11. Ensurepliance with statutory, health & safety and informationernance requirements.
12. Promote best practice, champion continuous improvement and deputise for the Disposal & Acquisition Manager when required.
What We’re Looking ForEssential:
13. Degree (or equivalent) in Real Estate or a related field.
14. MRICS professional membership.
15. Significant experience managing disposals and acquisitions across a variety of land and property types.
16. Strong background in Landlord & Tenant matters, valuation, negotiations and investment market analysis.
17. Demonstrable experiencemissioning and managing external agents and solicitors.
18. Robust financial andmercial appraisal skills.
19. Excellent written and verbalmunication skills, able to influence stakeholders and present rmendations clearly.
20. Ability to managepeting demands, deliver to deadlines and maintain high professional standards.
21. Valid driving licence and access to a vehicle (reasonable adjustments will be considered).
Desirable:
22. Localernment or wider public-sector experience.
23. Knowledge of construction matters and preparing budgets/spend profiles.
