The PCN Manager oversees the operational, financial, and strategic management of the New Reading Primary Care Network (PCN), which comprises of 4 GP Practices serving a combined population of over 45,000 registered patients.

It is the objective of the PCN, as guardians of public funds, to sustainably invest in elevating the levels of service provided to our local population. As part of this, it is the responsibility PCN Manager to keep complete and accurate account of finances, performance activity, as well as recording operational outcomes to enable reflection and sharing of good practice.

The PCN Manager reports to the PCN Clinical Director, who sits as chair of the PCN Board. The board, formed of a representative of each member practice is accountable for the broader delivery of PCN strategic and contractual objectives. The PCN Manager, as part of a PCN Management Team, co-ordinates the effective delivery of core contractual obligations by the member practices along with broader strategic priorities of the PCN such as research, reducing health inequalities, long term condition management and health education.


Main duties of the job

Data, Reporting & Governance:

Monitoring service performance and maintaining regular performance reporting.

Completion of submissions to ICB and NHSE.

Support PCN strategy, decision making and quality improvement through the use of data and intelligence.

Perform regular payments of PCN income to member practices and govern the distribution and investment of funds.

Manager budgets and monitor cashflow.

Strategic Development:

Support the Clinical Director in defining and sustainably delivering PCN objectives, making best use of PCN resources and contribute to local health strategy through communication and collaboration will local stakeholders.

Workforce Development:

Maximise ARRS utilisation, coordinate workforce planning, and develop the PCN as a learning environment.

Organise PCN-wide training sessions aligned with PCN strategy and service development.

Stakeholder Engagement:

Build relationships with member practices and local stakeholders and become the PCNs main point of contact

Attending local commissioning and Primary Care Alliance meetings alongside the Clinical Director.

Quality Improvement:

Identify and implement service improvements to enhance outcomes and reduce inequalities.

Seek opportunities for additional investment in local systems and services and submit well-reasoned cases for investment to local fund holders.


About us

Operational Management:

Ensure the PCN is operating in accordance with the PCN DES Specification and PCN Agreement.

Co-ordinate weekly PCN Management Team Meetings and Monthly PCN Board Meetings, including Agendas, Papers and Recordkeeping.

Lead, coordinate and record PCN operations, projects, collaborative workstreams.

Benefits: NHS Pension and 25 Days Annual Leave (Pro Rata)

Hours: up to 30 Hours per week

Location: Hybrid (includes travel to various sites within the PCN, as required)

Previous experience working in Primary Care, NHS management or Business Operations/Administration Essential

Strategic awareness of NHS structures and PCN DES Desirable

Self-motivated with the ability to work independently and as part of a team, in a fast paced setting Essential

Strong project and organisational and management skills Essential

Excellent interpersonal, communication, and negotiation skills Essential

Able to accurately manage and report on finances and performance targets Essential

Able to extract and manipulate and present data providing well-reasoned options and recommendations as part of a decision making unit - Desirable

People management and workforce development experience Desirable

Proficient in Microsoft Office (Word, Excel, PowerPoint etc.) and digital platforms Essential
